Each qualified elector of the Town qualified to vote upon a proposition to impose a tax or for the expenditure of money shall be entitled and shall be instructed to vote upon the question, and regardless of the manner of his vote thereon, to vote for nine members of a Charter Commission who shall serve if the question is determined in the affirmative.
Candidates for a Charter Commission, nominated as herein provided, shall be voted upon at the same time as the question is submitted.
If any elector shall vote for more than nine candidates for the Charter Commission at an election at which paper ballots are used, all of his votes for candidates shall be invalid.
The election for a Charter Commission may be by voting machines or it may be by printed paper ballot at the expense of the Town, in the discretion of the Town Council. The question to be submitted and the names of candidates may be placed upon a single ballot. The local Board of Canvassers is authorized to consolidate the voting districts within the Town with the approval of the Town Council.
Candidates for the Charter Commission shall be elected at large without party or political designation and shall be listed alphabetically on the ballot used for the election.
The nine candidates receiving the greatest number of votes shall be declared elected and shall constitute the Charter Commission, but if the question is determined in the negative, none of the candidates shall be elected.
The votes shall be counted and the results of the election declared by the canvassing authority in the manner provided for other elections.
