The Charter Commission shall elect one of its members as Chairman and one as Secretary and shall adopt its own rules and order of business.
A majority of the whole number of members shall constitute a quorum of the Charter Commission. Any vacancy in the membership of the Commission or the absence of any member shall not invalidate its proceedings.
Members of the Charter Commission shall serve without compensation, but they shall be entitled to reimbursement by the Town for actual and necessary expenses incurred in the performance of their duties.
The report of the Charter Commission shall be signed by at least five of its members, constituting a majority of the whole number of members elected to the Commission.
In addition to signing the report, any of the several members of the Commission in his discretion also may sign his initials in the margin of each page thereof to indicate that it is an authentic copy of the report signed by him, but the omission of any such initials shall not affect the validity of the report.
The report of the Charter Commission shall be directed to the Town Council and shall be delivered to the Town Clerk to be filed with the Council.
Upon receipt by the Town Clerk of a report of the Charter Commission proposing a new Charter or the amendment of a Home Rule Charter, the Town Clerk shall cause the proposed Charter or amendments to be published in a newspaper having a general circulation in the Town.
The Town Council shall order the printing of a proposed Charter or amendments in order that a copy thereof may be available to any citizen upon verbal or written request to the office of the Town Clerk.
The Town Clerk shall cause to be made at least two photostatic copies of the report of the Charter Commission containing a proposed Charter or amendments. One copy shall be used for the purpose of printing the proposed Charter of amendments and one copy shall be filed by the Town Clerk with the Secretary of State. The original shall remain on file with the Town Clerk.
