The Police Department is hereby created. The head of this Department shall be known as the "Chief of Police"; he shall appoint subordinates, subject to the approval of the Police Commission.[1]

A. 
The Chief of Police shall be appointed by the Police Commission in accordance with Wisconsin Statutes.
B. 
The Chief of Police may be suspended, dismissed or laid off by the Police Commission in accordance with Wisconsin Statutes.
C. 
The salary and other conditions of employment of the Chief of Police shall be determined by the Village Board.
D. 
The Chief of Police shall be responsible for supervising all policing and law enforcement services and activities as are performed by the Police Department in accordance with Wisconsin Statutes and with the ordinances and policies established by the Village Board.
A. 
Police uniformed personnel shall be appointed and promoted by the Chief of Police in accordance with the procedures set forth by the Police Commission pursuant to the applicable provisions of Wisconsin Statutes.
B. 
The salary, work week, vacations, sick leave, holidays, uniform allowances and other fringe benefits shall be subject to collective bargaining and approval of the Village Board.
C. 
The Chief of Police shall prepare policies, procedures, general orders and directives conducive to the efficient operation and administration of the Police Department. In cooperation with the Village Manager, the Chief of Police shall prepare rules of conduct governing the deportment of members of the Police Department. These rules of conduct must be in force upon approval by the Village Board and may be revised by said Board as is necessary.[1]
