The Department of Public Works is hereby created. The head of this Department shall be known as the "Director of Public Works" who shall be assisted by the Director of Operations. Both the Director of Public Works and the Director of Operations shall be appointed by the Village Manager.
A. 
The Director of Public Works is responsible for the direction and administration of the Department of Public Works and of the Shorewood Sewer Utility and Water Utility, except for the billing and accounting of the Utilities. The Director will be responsible for day-to-day administration of the budget, the collective bargaining contract, the employee regulations and relevant ordinances of the Village.

The Director shall receive general directive from the Village Manager but shall have considerable discretion in determining work methods and procedures and in supervising and disciplining subordinate employees.

The Director of Operations is responsible for the coordination and supervision of the field operations of the Department of Public Works and of the Shorewood Sewer Utility and Water Utility. Under the direction of the Director of Public Works, the Director of Operations shall supervise the work of all office, shop and field employees; shall assist in planning and organizing public works programs; and shall supervise and review, on a continuous basis, the work of subordinate employees to assure a continuing program of work efficiency and work safety.
B. 
The Director of Operations shall report to the Director of Public Works and shall work in cooperation with the Director of Public Works in determining work methods and procedures and in supervising and disciplining subordinate employees.
