A. 
Purpose: to provide safe access for all vehicles, staff and students; to guarantee access for all emergency personnel and vehicles to school property including all buildings and grounds. To propose no access by motor vehicles, except for students and staff, to Middle High School property between the following times: 7:00 a.m. to 7:30 a.m.; 1:30 p.m. to 2:25 p.m.
B. 
Fire and access lanes: no parking. Designation marked by appropriate signage such as "No Parking," "Fire Lane," "Tow Zone."
(1) 
School entrance and main access fire lane. If motor vehicles are allowed to park on the only paved road to the Middle High School on both sides, it denies easy access or egress for buses and emergency vehicles. It also creates a dangerous situation for pedestrians.
(a) 
Beginning at Winter Street at the Penn Brook culvert, continuing on the southern side of the school access road traveling northeast around a curve 170 feet and continuing in a northerly direction in front of school 370 feet.
(b) 
Beginning at the northeast side of the entrance to main parking lot traveling northeast around a curve 170 feet, continuing along in the same direction 400 feet, to northern rear parking lot.
(2) 
Fire lane access running between cafeteria/gymnasium and lower parking lot/football field. Beginning at the main entrance to the school traveling southeast 260 feet, to the end with an average width of 22 feet.
(3) 
Rear fire lane access. Beginning at the intersection of the rear parking lot at the northern end of the building, traveling south 300 feet to the end.
(4) 
Access to football/soccer field (A): twenty-five-foot opening as marked on pavement.
(5) 
Access to upper athletic fields (B, C): twenty-five foot opening as marked on pavement.
(6) 
Access to Penn Brook Culvert, Perley School and Athletic Field (D): twenty-five-foot opening as marked on pavement.
A. 
Purpose: to restrict parking in designated fire lanes and access roads at the Penn Brook School some of which were originally intended to be used as fire lanes, access for emergency personnel and egress routes for occupants of the building. Areas are to be noted by signage.
B. 
Designated areas.
(1) 
Main Access Road: no parking, fire lane, tow zone, where designated. If motor vehicles are allowed to park on the main road to the Penn Brook School on both sides it denies easy access or egress for buses and emergency vehicles. There are problems with visibility at the intersection of Elm Street and at the first bend in the road.
(a) 
On the north side (left) from Elm Street in an east to southeasterly direction around a curve 757 feet to exit road intersection.
(b) 
On the right side from Elm Street in an easterly direction, 400 feet. At this point parking would be allowed until reaching the entrance to the parking lot. No parking on the left side of access to main parking lot, 87 feet.
(2) 
Island: no parking, fire lane, tow zone, on roadway side adjacent to island, except in areas where parking is designated handicapped or staff parking. From the intersection of the exit road and then main access road 270 feet, in a southerly direction, proceeding 107 feet, in an easterly direction, then proceeding 160 feet, in a northerly direction and proceeding 230 feet, in a westerly direction to the starting point, at the intersection of the exit road and main access road.
(3) 
School Perimeter Road: no parking, fire lane, tow zone, on road originally noted as a fire lane. Starting at the main entrance of the school 205 feet, in a westerly direction to the access to the parking lot; then northerly 87 feet to the intersection of the parking lot; then 363 feet easterly through the drop-off area, docks and fire lane, then northerly 350 feet, then westerly 375 feet, to the intersection with the exit road; then southerly 90 feet, to the starting point in front of the school.

No parking, fire lane, tow zone, in front of the Perley School adjacent to the building to provide better access to emergency vehicles, buses and student pick up.
(2) 
No parking, fire lane, tow zone, in access road to rear of building at rear of main parking lot to rear of school along Athletic Field (D).
