This chapter shall be known and may be cited as the "Landmarks Preservation Law of the Incorporated Village of Sea Cliff, New York."
The Board of Trustees of the Village of Sea Cliff hereby finds:
A. 
That there exists in the Village of Sea Cliff places, sites, structures and buildings of special historic significance, architectural significance, engineering significance, landscape design, or unusual aesthetic interest or value by reason of being representative of a style or period of extraordinary architectural merit, or which by reason of famous events, antiquity, uniqueness of architectural construction or design, are of particular significance to the education, culture, heritage, archaeology, tradition and economic values of the Village.
B. 
That the conservation, protection and preservation of such places, sites, structures and buildings is a public necessity which will promote the public health, safety and general welfare by fostering a greater stability in our neighborhood, creating an appreciation of our historical heritage, and furthering the education of our future generations.
C. 
That a number of historic buildings, structures, and sites have been demolished or significantly altered without affording the Village government, interested persons or historical organizations an opportunity to acquire or arrange for the protection or preservation of such buildings, structures, or sites. Such demolitions or alterations have a detrimental effect on cultural, historic and economic values in the Village.
D. 
Now therefore, the Board of Trustees hereby declares that the purpose of this chapter is to set forth procedures and criteria to conserve, protect, and preserve such places, sites, structures and buildings.
