Every owner, agent, tenant or contractor who desires to construct, erect, alter or repair any cesspool, septic tank or leeching lines or reservoir in the Incorporated Village of Island Park shall, prior to such erection, alteration or repair, secure from the Village Clerk a permit for such construction, erection, repair or alteration, for each such cesspool, septic tank, leeching lines or reservoir to be constructed, erected, altered or repaired. No fee shall be charged for such permit.
Any owner, agent, tenant or contractor who desires to construct, erect, alter or repair any cesspool, septic tank, leeching lines or reservoir in the Incorporated Village of Island Park shall, prior to filing for a permit as provided for in ยงย 210-1 hereof, secure written approval from the County Board of Health.

Any person committing an offense against this article shall be guilty of a violation punishable by a fine not exceeding $250 or by imprisonment for a period not exceeding 15 days for each offense, or by both such fine and imprisonment.

No person or persons shall engage in the business of scavenger or cleaning cesspools within the Incorporated Village of Island Park without a license. Any person may obtain a license for the business of scavenger or cleaning cesspools within said Village upon making an application in writing to the Village Clerk therefor and upon paying a license fee as set from time to time by the Board of Trustees and which license shall be issued by the Mayor and countersigned by the Village Clerk and shall have endorsed thereon the receipt of the Treasurer of the Village of Island Park, showing payment to him of such license fee. A license, when so issued, shall permit the licensee to employ or use only one vehicle for such business of scavenger or cleaning cesspools, and an additional license with an additional fee as prescribed for the original license shall be required for each additional vehicle so used or employed in the business of scavenger or cleaning cesspools.

Any license for the business of scavenger or cleaning cesspools issued under the provisions of this article shall expire on the 30th day of April next succeeding the date of the issuance of such license. Such license may be renewed annually in the same manner and upon payment of the same annual fee as provided in ยงย 210-4 for its issuance to take effect on the first day in May of each year.

This article shall take effect on the September 11, 1932, and shall not apply to licenses which have been issued and have not expired at the time of its taking effect.
