It shall be the duty of every owner of every building of three stories or more in height occupied for dwelling purposes, and the owners of every building occupied as a hospital, factory, hotel, theater, opera house, or music hall or other place of amusement, assembly hall, church, literary or charitable institution of more than two stories in height, to erect suitable metal fire escapes connected with all stories above the second story to afford easy and convenient access to the ground on the outside of the building in question.
Any person committing an offense against this article shall be guilty of a violation punishable by a fine not exceeding $250 or by imprisonment for a period not exceeding 15 days for each offense, or by both such fine and imprisonment.
