A community resource center, to be known as the "City of Egg Harbor
City Community Resource Center," is hereby established within the City of
Egg Harbor City, County of Atlantic and State of New Jersey.
The purposes and functions of the Community Resource Center will be
to promote the general welfare of all of the citizens of the City of Egg Harbor
City by providing services, including but not limited to employment services,
mental health counseling, recreation, social services, housing services, drug
and alcohol counseling, addictions counseling, health and prenatal care and
dental care.
A.
Membership.
(1)
The Community Resource Center shall be governed by the
Mayor and City Council of the City of Egg Harbor City. Said Mayor and City
Council shall create an Advisory Board to said Community Resource Center.
Said Advisory Board shall consist of 13 members, one from each of the following
categories and/or classifications:
(a)
Parent and/or consumer.
(b)
School Administrator and/or school board member.
(c)
A member of the local Police Department.
(d)
A member from City Council.
(e)
A student/child.
(f)
A teacher.
(g)
A business owner and/or member of the Chamber of Commerce.
(h)
A professional.
(i)
A representative from a nonprofit provider.
(j)
A representative from the health/mental health care profession.
(k)
A member of the clergy.
(l)
A member of the community at large.
(m)
City Administrator for City of Egg Harbor City.

Said Advisory Board shall be appointed immediately and/or
soon thereafter as is practical after the adoption of this chapter. Said Advisory
Board shall meet and shall adopt bylaws for its administration and its operation,
and said bylaws shall provide for officers for the Advisory Board and shall
include, but shall not be limited to, a President, Vice President and Secretary.
Said bylaws as created and adopted by said Advisory Board shall be submitted
and approved by the Mayor and City Council of the City of Egg Harbor City
by majority vote.
B.
Appointment. Said members of the Advisory Board shall
be appointed by the Mayor of the City of Egg Harbor City, with Council approval,
by a majority vote.
C.
Terms of office. The terms of said 13 appointed members
shall be as follows: four shall be appointed for a term of one year; four
shall be appointed for a term of two years; four shall be appointed for a
term of three years; and the Office of Administrator for the
City of Egg Harbor City shall be a permanent member of said Advisory Board.
After the first 12 members are appointed under this section, all following
appointments shall be for a term of three years. If any member of said Advisory
Board is a member as a result of his/her position as a member of City Council,
a school board member or an employee of the City of Egg Harbor City, and if
said member's term expires or no longer holds office and/or if said member
is no longer employed by the City of Egg Harbor City, said membership on said
Advisory Board shall be deemed terminated, the seat shall be deemed vacant
and an individual shall be appointed to fill the unexpired term of said withdrawing
member of said Advisory Board.
The Advisory Board shall, at the end of each calendar year, on or before
January 31 of each and every year, submit to the Mayor and City Council a
report of all activities carried on by the Community Resource Center, and
said report shall also contain the program planned for the next ensuing year.
During the month of January, the Community Resource Center Advisory
Board shall submit to the Mayor and City Council requests for appropriations
for the ensuing budget year.
All disbursements of moneys to said Community Resource Center shall
be made in accordance with the laws of the State of New Jersey. All moneys
paid over to the Community Resource Center shall be used only for the purposes
expressed in the appropriation and/or appropriations. These moneys shall not
be intermingled with any other moneys of said Community Resource Center.
