Every owner or occupier of property shall, within eight hours after every fall of snow or after the formation of any ice upon the sidewalk, cause the same to be removed from his/her property to a width of at least four feet from his/her property line, unless said ice shall have been covered with ashes or sand sufficient to make said sidewalk passable, and shall clean or cause to be cleaned within said time the gutters in front of his/her sidewalk, to allow the water a free and uninterrupted flow, and every owner or occupier of property shall at no time allow any wastewater, drain water, mud or other obstruction to remain in the gutters fronting on his/her property under any circumstances.
Each and every person violating any of the provisions of this article shall be subject, upon conviction thereof, to a fine not exceeding $1,000, a term of imprisonment not exceeding 90 days or a period of community service not exceeding 90 days, or any combination thereof, in the discretion of the Judge before whom said conviction shall be had.
