There shall be a Department of Planning and Development, the head of which shall be the Director of Planning and Development, who shall be a licensed professional planner.
Under the supervision and direction of the Municipal Administrator, the Director shall:
A. 
Administer the work of the Department.
B. 
Supervise and maintain departmental records and collect and record data for payroll and inventory controls and cost analysis.
C. 
Organize and administer a system to receive and adjust citizen complaints with respect to services rendered by the Department.
D. 
Coordinate all programs and plans related to planning inspections and economic development.
E. 
Assist in the preparation and maintenance of an Official Map of the Township as may be directed by the Township Committee.
F. 
Have and exercise the duties and powers of a department head as otherwise prescribed by the code.
Within the Department of Planning and Development, there shall be a Division of Planning, subject to the direction of the Director of Planning and Development. The Division shall:
A. 
Maintain and disseminate population, housing, environmental, economic, transportation and other planning information.
B. 
Provide staff services to Planning Board and Zoning Board of Adjustment within the limits of available appropriations and with the assistance of such independent consultants as may be retained. Such services, with limitation thereto, shall include:
(1) 
Preparation of maps, charts, tables and exhibits as required for the development and current maintenance of the Master Plan.
(2) 
Prepare agenda and reports for Planning Board and Zoning Board of Adjustment meetings.
(3) 
Attend all meetings of the Planning Board and meetings of the Township Committee and other boards or agencies as may be required for the proper planning of the Township.
(4) 
Investigate and prepare reports and recommendations on subdivision applications and site plans and all other assignments as requested by the Planning Board and Zoning Board of Adjustment.
(5) 
Make recommendations regarding the subdivision, zoning and other land use development ordinances within the Township.
(6) 
Research, analysis and recommendations with respect to the physical development and needs of the Township.
(7) 
Assistance in the development and preparation of the capital program and capital budget for the Township.
(8) 
Preparation and processing of applications for the state and federal assistance which may be available to the Township.
C. 
Conduct special studies related to the overall growth and development of the Township, including land use, housing, environmental, economic, transportation, public facilities and other planning studies as needed.
D. 
Provide technical and planning advice and assistance to other Township departments, including the Environmental Commission and Municipal Utilities Authority as needed.
A. 
Within the Department of Planning and Development, there shall be a Division of Inspections, headed by the Construction Official, who is under the supervision of the Director of Planning and Development. The Division shall:
(1) 
Administer and perform all duties under Uniform Construction Code Act.[1]

Administer the Township Zoning Ordinance, subject to the provisions of the state enabling act.[2]

(3) 
Make all inspections as required to administer and enforce the provisions of any Township-adopted code.
(4) 
Conduct and administer such other inspections and enforcement proceedings as are authorized by the ordinances and laws under its administration. It shall, so far as practicable, consolidate and coordinate all regulatory inspections relating to the construction, maintenance, use and occupancy of buildings and structures which are not vested in any other department or division by the Administrative Code. As to other regulatory inspection functions, the division shall provide for cooperative inspection and enforcement as far as practicable.

Assist other departments as necessary to provide safe and adequate housing for all citizens.
B. 
Building and occupancy permits are to be issued in accordance with the Uniform Construction Code and applicable local ordinance.

Within the Department of Planning and Development, there shall be a Division of Fire Safety, headed by the Fire Official, who is under the supervision of the Director of Planning and Development.
A. 
Pursuant to Section 11 of the Uniform Fire Safety Act (P.L. 1983, c. 383),[1] the New Jersey Uniform Fire Code shall be locally enforced in the Township.

Within the Department of Planning and Development, there shall be a Division of Economic Development, subject to the direction and supervision of the Director of Planning and Development. The Division shall:
A. 
Provide staff services to Economic Development Commission with the limits of available appropriations.
B. 
Assist the existing businesses and industries in their efforts to grow and prosper and to serve as their ombudsman.
C. 
Maintain and disseminate positive information to businesses and industries interested in locating in the Township.
