There is hereby created in and for the Township of Egg Harbor a Police Department which shall consist of a Chief of Police, Deputy Police Chief, Captain, Lieutenants, Sergeants, Patrol Officers and employees as shall be deemed necessary by the Township Committee which shall, from time to time, determine the number of persons, including temporary officers and member in an emergency, to be appointed to these positions together with their compensation.
The headquarters of the Police Department is hereby established in the Police Station, situated in the Township Hall, Bargaintown Road, Bargaintown, Egg Harbor Township. It shall be open for the transaction of business at all hours of the day and night, including Sunday.

The Municipal Administrator is designated as the appropriate authority as provided in the New Jersey Statutes and is responsible for the overall performance of the Police Department. The appropriate authority, with the advice and consent of the Township Committee, shall adopt and promulgate rules and regulations for the government of the Police Department and for the discipline of its members. A copy of the rules and regulations shall be kept in the Office of the Chief of Police and in the Office of the Municipal Administrator.

Except as provided in N.J.S.A. 40A:14-118, the Township Committee and individuals thereof shall act in all matters relating to the police function as a body, or through the appropriate authority if the appropriate authority is other than the governing body.

The Chief of Police shall be the executive officer of the Police Department and subject to such rules, regulations and orders as may be prescribed by the Township Committee.
A. 
The Chief of Police shall take command of the Police Department in person, control the assignment and stationing of the members of the Department and direct the police work of the Township.
B. 
The Chief of Police shall see that members of the Police Department properly perform their duties, as defined by law and ordinance of the Township, as well as by the rules and regulations governing the Police Department.
C. 
The Chief of Police shall be authorized and empowered to perform all duties required by law, ordinances of the Township and rules and regulations of the Police Department. The Chief of Police shall perform other duties as may be required by the Township Committee.
D. 
Delegate such authority as may be deemed necessary for the efficient operation of the Police Department to be exercised under the Chief's direction and control.

E. 
Report at least monthly to the appropriate authority in such form as shall be prescribed on the operation of the Police Department during the preceding month and make such other reports as may be requested by the appropriate authority.

The rank of Captain shall be next in command to the Chief of Police.
A. 
It shall be the duty of the Captain to take cognizance of all neglect of duty, disobedience of orders and other offenses on the part of members of the Police Department and initiate appropriate disciplinary action when necessary.
B. 
The Captain shall ensure that strict discipline is maintained, and that efficient service is performed by the Police Department.
C. 
The Captain shall have the authority to issue such orders or take action as may be necessary to ensure the public safety and efficient operation of the Police Department.
D. 
The Captain shall devote his energies and plan his activities for the health, safety, welfare and general well-being of the citizens and residents of the Township and the efficient and responsible operation of the Police Department.
E. 
The Captain shall stimulate in the members of the Police Department a concern for the well-being of all the people and property in the community and an appreciation and respect for the rights and liberties of all persons. He shall constantly strive for a high degree of excellence in the quality of law enforcement and service rendered by them.
F. 
The Captain shall ensure that every person connected with the Police Department is properly instructed in their duties by the subordinate supervisors. The Captain shall see that all personnel are attired in proper uniform, with the proper equipment to perform their duties.
G. 
The Captain shall assist the Chief of Police in the performance of their duties and shall be responsible for seeing that all the laws of the State of New Jersey and ordinances of the Township are duly enforced and observed and that public peace is maintained.
H. 
The Captain shall, in addition to the performance of the duties listed, exercise the authority and perform the duties of a patrolman when and if necessary.
I. 
The Captain shall assist the Chief of Police with factual information, data and other assistance for input into the preparation of the budget for the Police Department through the chain of command.

The rank of Lieutenant shall be next in command to the Police Captain. In the case of the absence of the Captain, the Lieutenant shall perform all duties of the Captain.
A. 
The Lieutenant shall take cognizance of all neglect of duty, disobedience of orders and other offenses on the part of members of the Department. The Lieutenant shall also ensure that police headquarters and other property of the Police Department are kept in proper order and condition and that strict discipline is always maintained and that efficient service is performed by the Department.
B. 
The Lieutenant may issue such orders or take such action as may be necessary, but in every case shall make a full report of the entire occurrence to the Chief of Police through the chain of command as soon as possible.
C. 
In every case of disobedience, violation of rules or other offenses rising to the level requiring Department charges or Internal Affairs investigations on the part of any member of the Department, Police Lieutenants shall report, as soon as possible, to the Chief of Police through the chain of command.
D. 
The Lieutenant shall devote his energies and plan his activities for the health, safety, welfare and general well-being of the citizens and residents of the Township and for the efficient and responsible administration of the Police Department. The Lieutenant shall stimulate in the members of the Police Department a concern for the well-being of all the people and property in the community and an appreciation and respect for the rights and liberties of all people.
E. 
The Lieutenant shall constantly strive for a high degree of excellence in the quality of law enforcement and service rendered by the members of the Police Department.
F. 
The Lieutenant shall ensure that every person connected with the Police Department is properly instructed in his duties by the Sergeant or supervisor, paying particular attention to the instruction of new members of the force. The Lieutenant shall see that the Police Sergeant requires all members of the Police Department to be attired in proper uniform, with proper equipment to perform their duties.
G. 
The Lieutenant shall assist the Chief of Police in the performance of his duties and shall be responsible for seeing that all of the laws of the State of New Jersey and ordinances of the Township are duly enforced and observed and that the public peace is maintained.
H. 
The Lieutenant shall supervise the members of the Police Department under his/her command.
I. 
The Lieutenant shall, when necessary, initiate disciplinary action involving any police personnel under his/her command.
J. 
The Lieutenant shall be responsible for the scheduling of the work of the Police Sergeant and patrol officers to ensure the proper number of officers will be on duty at all times.
K. 
The Lieutenant shall also be responsible for any other duties as assigned by the Chief of Police.
L. 
The Lieutenant shall, in addition to the performance of the duties listed, exercise the authority and perform the duties of a patrolman when and if necessary.

A. 
Under the supervision of the Police Lieutenant during an assigned tour of duty, the Sergeant has charge of police activities intended to provide assistance and protection to persons, safeguard property and assure observance of the law and apprehend law breakers.
(1) 
The Sergeant provides supervision to patrol personnel while they are performing their patrol duties.
(2) 
The Sergeant receives complaints and makes needed investigations.
(3) 
The Sergeant gives needed information to citizens and others.
(4) 
The Sergeant gives testimony in court.
(5) 
The Sergeant prepares and directs the preparation of reports.
(6) 
The Sergeant enforces Department rules and regulations and ensures compliance with departmental policies and procedures.
(7) 
The Sergeant completes all other related duties as assigned.
(8) 
The Sergeant is required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the Department.
(9) 
The Sergeant shall, in addition to the performance of the duties listed, exercise the authority and perform the duties of a patrolman when and if necessary.
B. 
Patrol Sergeant. In addition to the duties and responsibilities listed in Subsection A above, the Patrol Sergeant shall have the following responsibilities:
(1) 
Assigns and instructs subordinates in patrol methods and procedures, investigative practices and related law enforcement problems.
(2) 
Visits and inspects police patrol units, assignments and posts, noting and correcting or reporting conditions which require police attention.
C. 
Detective Sergeant. In addition to the duties and responsibilities listed in Subsection A above, the Detective Sergeant shall have the following responsibilities:
(1) 
Under the supervision of a Police Captain, has charge of police investigative activities providing supervision to personnel while performing their investigative functions.
(2) 
Assigns and instructs subordinates in investigative practices and related law enforcement problems.
D. 
Traffic Sergeant. In addition to the duties and responsibilities listed in Subsection A above, the Traffic Sergeant shall have the following responsibilities:

(1) 
Under the direction of a Police Captain, has charge of police traffic safety activities, providing supervision to personnel while performing their traffic safety functions.
(2) 
Analyzes the effectiveness of current traffic programs, as well as explores and develops new programs and develops techniques to improve efficiency and safety in the community.
(3) 
Prepares summaries of accident trends and identifies problem areas.
(4) 
Coordinates selective enforcement programs with the traffic safety officer and patrol squads.
(5) 
Coordinates traffic engineering issues with governmental and private highway traffic agencies.
(6) 
Coordinates the investigation of fatal motor vehicle accidents and those accidents resulting in serious injury.
(7) 
Reviews accident investigations prepared by members of the Department.
(8) 
Supervises accident reconstruction for prosecution of criminal statutes and traffic violations.
(9) 
Supervises the application process of traffic grants and maintenance of records pertaining to grants or special funds.
(10) 
Designates areas and coordinates for DWI checkpoints in accordance with departmental directives.
(11) 
Coordinates public awareness programs and educational programs in the high school.
(12) 
Evaluates enforcement of motor vehicle and parking violations and reports findings to the Operations Bureau Commander on a monthly basis.
(13) 
Reviews and inspects road construction work zone safety plans.
(14) 
Supervises the maintenance and inventory of vehicles towed and makes application for public auction for abandoned vehicles.
(15) 
Reviews all streetlight applications and forwards findings to the Chief of Police.

A. 
The patrol officer is under the direction of a Police Sergeant. During an assigned tour of duty, on foot or in an automobile or other vehicle, patrols a designated area to provide assistance and protection for persons, to safeguard property, to assure observance of the law and to apprehend law breakers.
B. 
In preparation for work, the patrol officer:
(1) 
Attends roll call in proper uniform, listening to information and assignments given orally, and reads bulletin board and/or logs of previous shifts in order to establish presence, receive assignments and maintain continuity of service or action.
(2) 
Gathers together necessary equipment such as weapons, flashlight, summons books, etc., in order to be prepared for duty.
(3) 
Inspects and maintains patrol car by visually checking and/or operating all equipment, by arranging for washing, waxing and mechanical service and by taking patrol car to service location in order to ensure that vehicle is ready for patrol.
(4) 
Inventories and assures maintenance of equipment carried in patrol car such as first aid kit, oxygen supply, blanket, flares, etc., by utilizing an equipment checklist and by replacing missing or damaged items in order to assure readiness for patrol.
(5) 
Maintains issued uniform and weapons by arranging for cleaning and disassembling, cleaning and reassembling firearms in order to assure their proper appearance and serviceability.

A. 
Township Committee to appoint. The Township Committee shall, in the manner provided by law, appoint the Chief of Police and the members and employees of the Police Department.
B. 
Hiring and testing rules and regulations. In addition to such other requirements as may be established by state law, all persons appointed to the Police Department shall satisfy the following:
(1) 
Notification of test. An advisory notice shall be placed in traditional print publications, social media and Township website at least 30 days prior to a written examination. Such notification shall contain information regarding application instructions and qualifications for the position.
(2) 
Application. The applicant shall file an application as directed by the Chief of Police on a form prescribed by the Township Committee which shall be completed and have attached all supporting documents as requested. A testing fee of $60 shall be paid with the submission of an application.
(3) 
Written test. The applicant shall pass a written test to be administered by the New Jersey Police Chiefs Association at the time, date and location designated by the Chief of Police. Such written test shall be in a form prescribed by the New Jersey Police Chiefs Association.
(4) 
Physical agility test. Applicants who successfully pass the written test shall be notified in writing of the time, date and location of the agility test. Prior to participating in the agility test, applicants shall have a physician of their own choice certify in writing that they are in good health. Such certification shall be in writing and presented at the time of the physical testing. Copies of the mode of agility test shall be mailed in advance to such applicants to ensure that each such applicant is prepared for the examination.
(5) 
Background investigation. Background investigations shall be made by the Criminal Investigation Bureau of the Police Department of all applicants who have successfully completed the phases of these examinations. The application shall give written consent for the investigation.
(6) 
Administrative review. Applicants who successfully complete the background investigation as set forth above shall be notified to appear for an administrative review. The administrative review shall consist of an interview with the Administrative Review Committee. The Administrative Review Committee shall consist of members of the Police Department as assigned by the Chief of Police. The Chief of Police shall serve as Chairperson of the Administrative Review Committee. The Administrative Review Committee shall have the authority to review all background investigations completed under Subsection B(5) above. It shall have the authority to disqualify an applicant. The Administrative Review Committee shall forward to the Township Committee the names of all applicants who successfully completed the administrative review process.
(7) 
Oral interview. Applicants who successfully complete the phases of testing as set forth above shall be notified to appear for an oral interview. The Oral Interview Committee shall consist of the Township Committee, the Municipal Administrator and the Chief of Police. The Mayor (or Deputy Mayor) shall serve as Chairperson of the Oral Interview Committee. The Oral Interview Committee shall have the authority to review all background investigations completed under Subsection B(5) and (6) above. It shall have the authority to requalify or disqualify an applicant. The Oral Interview Committee shall establish a list of names of all applicants who successfully completed the oral interview.
(8) 
Psychological evaluation and medical examination. The Township Committee shall review the list of applicants who successfully completed the oral interview. The Township Committee shall select certain applicants to undergo a psychological evaluation and medical examination at facilities designated by the Township Committee. The results of the psychological evaluation and medical examination shall be forwarded to the Municipal Administrator prior to appointment by the Township Committee.
(9) 
Lateral transfer of applicants. An active police officer from another law enforcement agency may laterally transfer to a step level between one and five of the pay scale established in the current agreement between the Township of Egg Harbor and the New Jersey State Policemen's Benevolent Association, Inc., Mainland Local 77, to be determined by the Township Committee if the following criteria are met:
(a) 
Has successfully completed Subsection B(4), (5), (6) and (7) of the hiring regulations set forth above. Subsection B(8) also must be completed if the results of a psychological evaluation and medical examination have not been conducted within the last 12 months and the related results have not been provided;
(b) 
Is currently employed as a police officer in the State of New Jersey;
(c) 
Is currently licensed by the New Jersey State Police Training Commission; and
(d) 
Possesses an associate's degree and/or a minimum of 64 college credits or two years of active United States military service with an honorable discharge in its place.
(10) 
Special Law Enforcement Class II Officer (SLEO II) who is waiver eligible may be hired as a full-time police officer as long as the following criteria is met:
(a) 
Has successfully completed the hiring regulations set forth above;
(b) 
Has been employed by the Township of Egg Harbor as a SLEO II.
(11) 
Alternate Route Program applicants. Applicants who have successfully completed the Alternate Route Program, obtained a "Basic Course for Police Officers" certification, and are within the three-year eligibility window for hire postgraduation, are eligible to be hired as a full-time police officer for the Township of Egg Harbor if the following criteria is met:
(a) 
Has successfully completed Subsection B(4), (5), (6) and (7) of the hiring regulations set forth above. Subsection B(8) also must be completed if the results of a psychological evaluation and medical examination have not been conducted within the last 12 months and the related results have not been provided; and
(b) 
Is currently licensed by the New Jersey State Police Training Commission; and
(c) 
Possesses an associate's degree and/or a minimum of 64 college credits or two years of active United States military service with an honorable discharge in its place.
It shall be the duty of each member of the Police Department to observe and enforce all laws, ordinances and rules and regulations pertaining to his duty as a police officer. He shall, under the supervision of the Chief of Police, be authorized and empowered, and it shall be his duty, to do and perform all acts and things required by general law and ordinances of the Township and the rules and regulations of the Police Department to be performed by policemen. He shall perform such other duties as may be required of him by the Township Committee or by the Chief of Police.
The compensation of the Chief of Police and other members and employees of the Department shall be as fixed by the Township Committee by ordinance.

The Chief of Police shall have full authority to summon and keep on duty any and all such members during a period of emergency.

A. 
All appointments to the Police Department shall be for a probationary period of one year, and no person holding such a probationary appointment as a police officer shall be given or accept a permanent appointment unless such person has successfully completed a police training course at an approved school and completed the agency's Field Training Program. Continuation in the service is dependent upon the conduct of the appointee and his or her fitness to perform his or her duties. At the termination of the probationary period, if the conduct or performance of the probationer has not been satisfactory, that person shall be notified, in writing, that his probationary period with the Egg Harbor Township Police Department is to be extended for an additional period of six months or that the person will not receive absolute appointment, and the decision of the Chief of Police shall be final in this regard.
(1) 
In the event that the Chief of Police determines that there should not be an extension of the probationary employment for a period of six months, the Chief of Police shall so notify the person and shall make his recommendation to the governing body to the effect that his or her services shall be terminated. Should the Chief of Police agree to extend the probationary employment of the employee for a period of six months, the probationary employment will then continue for that six-month extension period, and during the period of extended probationary employment, the job performance of the employee will continue to be observed and evaluated.
(2) 
At the completion of the extended six-month probationary term, the overall job performance of the employee will be reviewed and a determination will be made by the Chief of Police concerning whether the person shall be recommended for a permanent appointment. If, at the end of the six-month extension of the probationary employment, the conduct or performance of the probationer has not been satisfactory, that person shall be notified, in writing, that the person will not receive permanent appointment.
B. 
At or before the end of the probationary period, the Township Committee may discontinue, at the recommendation of the Chief of Police, the service of any such appointee, if the Field Training Officer Review Board recommendation indicates that the appointee is unable or unwilling to perform the duties of his or her position satisfactorily or is of such reputation, habits and dependability as to not merit continuance in the public service. Failure to qualify in the use of a police weapon or complete other assigned training or inability to understand the functioning, application and use of any police equipment shall be sufficient reason for the discontinuance of any such appointee, though discontinuance may be made for causes other than those enumerated herein. In each such case, the Township Committee shall give written notice to the appointee whose service is discontinued.

The Township Committee shall make such rules and regulations concerning the conduct and duties of the members of the Police Department, the kinds of uniform and insignia to be worn by them, and such other matters as may be necessary for the proper regulation of the Police Department. After adoption thereof by the Township Committee, they shall be known as the "Rules and Regulations for the Government of the Police Department of Egg Harbor Township," and shall be binding upon every officer, member and employee of the Department. It shall be the duty of each member of the Department to familiarize himself with the rules and regulations thereof.
A. 
Each member of the Police Department shall be presented with a printed copy of the rules and regulations of the Police Department as described in § 6-74. Such rules shall, among other things, specify:
(1) 
His duties on all occasions.
(2) 
Particular provisions of all ordinances which it is his duty to enforce.
(3) 
His duty upon his being apprised of the violation by him of the provisions of any of the ordinances of the Township.
B. 
Any neglect by any member of the Police Department to carry out any rule or regulation or order of the Department, or other violation thereof, shall be held to be sufficient cause for his dismissal from the Department.

The following charges, or any of them, if determined by the Chief of Police, or his designee, against any officer or member of the Police Department, shall, but not by way of limitation, constitute just cause, within the meaning of § 6-77 hereof, for removal, demotion in rank, suspension as punishment, fine or other penalty:
A. 
Intoxication or being under the influence of any drug or other compound while on or off duty.
B. 
Willful disobedience of orders.
C. 
Indecent, profane or harsh language.
D. 
Disrespect to a superior officer.
E. 
Unnecessary violence to a prisoner.
F. 
Absence without leave, sleeping on duty, absence from post of duty without excuse or not properly patrolling his beat.
G. 
Nonpayment of debts contracted while on the force.
H. 
Immorality, indecency or lewdness.
I. 
Incapacity, either mental or physical, lack of energy or gross ignorance of the rules and regulations of the Department.
J. 
Visiting, except on police business, any gambling house, poolroom or house of ill fame, or visiting while in uniform or on duty, except on police business, any saloon or liquor store.
K. 
Violation of any criminal law.
L. 
Making known any proposed action or movement of the force, or contents of any order, other than to persons immediately concerned in their execution.
M. 
Conduct unbecoming an officer and a gentleman.
N. 
Conduct subversive of good order and the discipline of the force.
O. 
Publicly commenting on the official action of a superior officer.
P. 
Failure to report a known violation of law or of the ordinances of the Township or accepting a bribe or favor as a consideration either for the performance or nonperformance of his duty.
Q. 
Visiting any place of amusement while in uniform, except on police business.
R. 
Swearing falsely in application for appointment to the force or to such other papers as require of him an affidavit.
S. 
Soliciting anyone to intercede with the Chief of Police, the Township Committee or any superior officer in relation to promotions, changing of any beats, disposition of pending charges or any findings of a trial before the Township Committee or for refusing to do duty, or evading duty of any kind, whenever necessity requires, whether on patrol or elsewhere, and whether in uniform or not.

No member of the Police Department shall be suspended, removed, fined or reduced from office or employment, except for just cause as provided for in this chapter, and then only after written charge or charges of the cause of complaint shall have been preferred against him and the opportunity of a fair and impartial informal hearing upon the charge or charges afforded him in accordance with the provisions of N.J.S.A. 40A:14-147 and the amendments thereof and supplements thereto.

All charges against members of the Police Department shall be thoroughly examined by the Chief of Police or his designated representative or representatives. Upon the conviction of any member of the Department by the Chief of Police or his representative or representatives of any violation of the rules, regulations or orders of the Department, the Chief of Police may, in lieu of dismissal from the Department, impose such penalty as in the judgment of the Chief of Police may be warranted by the character of the offense.

Pending trial on charges against any officer or member of the Police Department, the Chief of Police is hereby empowered to suspend such officer or member. The trial on such charges shall be commenced before the Chief of Police, or his designated representative or representatives within 30 days after service thereof upon the officer or member so charged; otherwise, the charges shall be dismissed against him, and the officer or member shall be returned to duty. However, the date set for the trial may be changed by agreement between the Chief of Police or his representative or representatives, and the officer charged, or his attorney.
When any member of the Police Department is suspended from office pending trial and afterwards reinstated, he shall not receive any pay for the period of such suspension, unless otherwise ordered by the Township Committee.
A. 
Appointment; term.
(1) 
The Township Committee may, from time to time, appoint special policemen, each for a term not exceeding one year, provided that all appointments shall expire on the December 31 of the year in which the appointment is made.
(2) 
Upon the termination of employment of any special policeman who has been appointed pursuant to the provisions of § 6-69, such appointment shall expire forthwith.
B. 
Qualifications of special policemen. No person shall be appointed as a special policeman unless he possesses the following qualifications. He shall:
(1) 
Be a citizen of the United States.
(2) 
Be able to read, write and speak the English language.
(3) 
Be physically qualified.
(4) 
Be of good moral character and shall not have been convicted of any crime.
C. 
Application for employment. Every applicant for such appointment shall apply in writing upon a form supplied by the Chief of Police. He shall be fingerprinted and his fingerprints filed with the Division of State Police and the Federal Bureau of Investigation. The Chief of Police shall ascertain whether the applicant for the appointment is eligible and qualified, and shall submit such application with his report and a bond, when required, under § 6-69, to the Township Committee for approval or disapproval.
D. 
Appointments subject to revocation. Every appointment so made in accordance with the provisions of this section shall be subject to revocation without cause or hearing.
E. 
Powers to cease at expiration. No person appointed as a special policeman shall be a member of the police force of the Township, and the powers, rights and duties of every special policeman shall immediately cease at the expiration of his term of office for which he is appointed or upon revocation of his appointment.
F. 
Oath of office. Upon approval by the Township Committee of the application for appointment, each applicant shall take the oath of office and upon filing thereof, the Township Clerk shall issue a certificate of appointment.
G. 
Badge. Each special policeman may be furnished with a badge by the Township Committee.
H. 
Use of special policemen for business or industry. Whenever the services of a special policeman are to be used exclusively within the confines of an established business or industry in the Township, the Township Committee may, from time to time, upon application of any person engaged in an established business or industry in the Township, appoint special policemen for the term described in § 6-81A.
(1) 
Bond requirement. Before approval of such appointment, each person for whom such application is made, shall, in addition to the other requirements herein set forth, give a bond to the Township in the sum of $10,000 with surety approved by the Township Solicitor, provided that a person engaged in an established business or industry applying for the appointment of more than five persons as special policemen may, upon approval by resolution, file a bond of such applicant in the amount of $10,000, for each person so appointed as a special policeman upon such application.
I. 
Supervision of Chief of Police. Every special policeman, except when acting as a special policeman in the exercise of his duties pursuant to appointment under § 6-69, shall be under the supervision and direction of the Chief of Police.
J. 
Compliance with rules and regulations. Every special policeman shall comply with the regular rules and regulations promulgated for the conduct and decorum of the regular members of the Police Department of the Township.

There is hereby created, along with the following duties, the position of Police Records Supervisor in the Police Department:
A. 
Position created. The position of Police Records Supervisor is hereby established and created in the Police Department.
B. 
Duties. The duties of the Police Records Supervisor shall be as follows:
(1) 
Supervise records clerks and police cadets with responsibility for their work.
(2) 
Make daily work assignments, supervise the completion and dissemination of information to other agencies and ensure filing is undertaken and completed properly.
(3) 
Supervise the completion of all reports, discovery requests and insurance claims along with all other denominated paperwork.
(4) 
Insure the entry of all computerized reports for accuracy and supervise the daily logs, UCR, balance checks, completion of police records, responsibility for cash receipts in the records department and handle other duties assigned by the Division Commander.
(5) 
The salary for the Police Records Supervisor shall be as provided for in the Salary Ordinance.[1]

There is hereby established a fee schedule for certain types of services, production of police records and other miscellaneous programs as follows:

Copies of public records which are not otherwise protected/privileged documents and not listed below shall be based upon the following schedule:

Procurement of documents classified as a request for Municipal Court discovery must include a "not to exceed" check as a form of payment in an amount of no greater than $50. Upon compliance with the request for discovery, a receipt for the actual value will be provided to the requester.

Requests for police accident reports not made in person and not part of a municipal court discovery request shall be assessed the following fees:

For requests that records/reports be mailed, an additional $0.25 stationery fee and the actual cost of first class postage can be added.

Copies of audio or video compact disc shall be $1 per disc.
(8) 
Breathalyzer ampules will be $15 each.
(9) 
Fingerprinting shall be $30 per set.

(10) 
There shall be no charge for copies of police or accident reports requested by Township Public Defender representing indigent defendants in the Township Municipal Court.
B. 
Confidential records in accordance with N.J.S.A. 47:1A-1 and otherwise determined to be classified. Nothing contained in Subsection A shall be construed to require or authorize the making of copies of any documents, papers or records in the possession of the Police Department which are regarded as confidential by state law or any law enforcement agency.

A. 
Any member of the Police Department must achieve the minimum education levels set forth in order to be hired or promoted. This requirement shall not be waived.
B. 
Managers in the Police Department shall include the ranks of Sergeant, Lieutenants, Captain and Chief.
C. 
The following educational standards are established within the ranks of the Police Department:

A. 
Position created. The position of cadet police officer shall be established and created in the Police Department.
B. 
Duties. The duties of the cadet police officers shall be those as established by the Chief of Police.
C. 
Salary. The salary of the cadet police officers shall be the then-prevailing federal minimum wage.

A. 
The position of secretary to the Chief of Police of the Egg Harbor Township Police Department shall be established and created in the Police Department.
B. 
The duties of the secretary to the Chief of Police shall be as follows:
(1) 
The secretary shall perform and exercise such duties and functions as directed by the Chief of Police as required from time to time.
(2) 
The secretary shall maintain total confidentiality of all files and records and other matters which are handled from time to time.

By virtue of N.J.S.A. 40A:14-141, there is herewith created the honorary position of Police Chaplain in the Egg Harbor Township police force. An individual appointed to be the Police Chaplain shall have the honorary rank of Captain and shall serve without salary. Such person shall be an ordained clergyman in good standing in the religious body from which such person is selected.
