The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
A. 
Upon the declaration of an emergency, there shall be no parking upon streets or parts of streets where temporary EMERGENCY NO-PARKING signs are displayed. The Chief of Police or, in his absence, the ranking police officer is authorized to declare an emergency and to direct the posting of EMERGENCY NO-PARKING signs when weather conditions, accidents, fires or public celebrations dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that EMERGENCY NO-PARKING signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
B. 
The effectiveness of this section is continent upon the signs being erected as required by law.
A. 
Whenever snow has fallen and the accumulation is such that it covers the streets or highways, an emergency shall exist and no vehicle shall be parked on any streets or highway or portions thereof. The above parking prohibitions shall remain in effect after the snow has ceased and until the streets have been plowed or treated sufficiently and to the extent that parking will not interfere with the normal flow of traffic.

B. 
Any unoccupied vehicle parked or standing in violation of this article shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.

A. 
No person, firm, or corporation shall park a truck, tractor, trailer or omnibus, having a weight in excess of 12,000 pounds gross vehicle weight rating (GVWR), on any street located in a nonresidential zone in the Township between the hours of 9:00 p.m. and 6:00 a.m., prevailing time, of any day.
B. 
No person, firm or corporation shall park a truck, tractor, trailer or omnibus, having a weight in excess of 12,000 pounds gross vehicle weight rating (GVWR), on any street in any residential zone in the Township.
C. 
Signs with the following specifications shall be posted on all streets and highways at the entrance to the Township:
(1) 
The signs shall be in red letters on a white background and reflectorized, incorporated on a single plate 30 inches in width and 24 inches in height, with the legend COMMERICAL TRUCKS AND BUSES, lettering to be six inches.
(2) 
On a plate below said COMMERICAL TRUCKS AND BUSES, which plate shall be 36 inches in height and 30 inches in width, shall appear the legend NO PARKING ANY STREET 9 p.m. - 6 a.m., the lettering therefor to be five inches for NO PARKING and four inches for ANY STREET 9 p.m. – 6 a.m.
(3) 
For the purposes of this section, unless another meaning is clearly apparent, the classes of vehicles hereinabove enumerated shall be defined by the laws of the State of New Jersey, Motor Vehicle and Traffic Regulations, N.J.S.A. 39:1-1.
No person shall park a vehicle upon any of the streets or parts thereof described except at the angle designated and only within the painted white stall lines.

B. 
Application for parking permit. Application for a parking permit under this article shall be made, in writing, to the Chief of Police or his designee upon such forms as shall be prepared by the office of the Chief of Police.
C. 
Conditions for granting of permit. Parking permits shall be granted to the following person or persons under terms and conditions as hereinafter set forth: to persons who are owners/occupants and/or residents by way of a lease on any street, a portion thereof upon which parking is so restricted, for every vehicle owned by such person who is a resident/owner and/or occupant by way of a lease. In the case of an occupant by way of a lease, said occupant must show proof to the satisfaction of the Chief of Police that said occupancy shall be for a period of at least one year.
D. 
Exception to permit provisions. Any person or persons who shall be visiting residents of either owner-occupied facilities, or in the alternative, residents with a lease for a period of one year who reside shall be permitted to park on a short-term basis for a period not exceeding two hours on any one particular day and will not be required to secure a parking sticker under the terms of this article.
E. 
Surrender of permit. An applicant for a parking permit under this article shall show to the Chief of Police or his designee satisfactory evidence that such person fulfills all the conditions required for the issuance of a permit. Whenever the conditions no longer exist, any person holding such permit shall surrender the same to the Chief of Police or his designee. It shall be unlawful for any person to represent that he is entitled to a permit hereunder when he is not so entitled to a permit to which he is no longer entitled or to park a vehicle displaying such permit at any time when the holder of such permit is not entitled to hold it.
F. 
Permit renewal. No permit issued hereunder shall be valid for more than one year, but may be renewed upon expiration, provided that the conditions for the issuance thereof still exist.
G. 
Violations and penalties. Any person who violates any provision of this section shall, upon conviction thereof, be punished by a fine of not less than $20 nor more than $50. A separate offense shall be deemed committed on each day during or on which a new violation occurs or continues.
