It shall be unlawful for any person to operate on a public street located within the Village of North Haven, New York, a motorized scooter, bike, minibike or similar vehicle which is not registered under the Vehicle and Traffic Law of the State of New York.
It shall be unlawful for such a vehicle to be operated by a person who does not hold an operator's license and/or a personal liability and property damage policy specifically covering such a vehicle, as both may be required by the Vehicle and Traffic Law of the State of New York.
It shall be unlawful for a person having the custody of a minor to permit such minor to operate any such motorized vehicle in violation of this chapter.

This chapter shall be applied and enforced by the Village on any private street or streets located within the Village, provided that the owner or owners thereof must first file with the Village Clerk a written request for the Village to apply and enforce this chapter on said private street or streets.

Any person committing an offense against any provision of this chapter shall, upon conviction thereof, be guilty of a violation pursuant to the Penal Law of the State of New York, punishable by a fine not exceeding $250 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment. The continuation of an offense against the provisions of this chapter shall constitute, for each day the offense is continued, a separate and distinct offense thereunder.
