The Traffic Commission is authorized to establish, change, modify and reestablish parking meter zones on the highways or portions thereof in the City with the same effect as if such parking meter zones were established by the Council.

In all parking meter zones, a parking meter shall be installed for each parking space. Notwithstanding the foregoing, in lieu of traffic meters, computerized traffic kiosk stations or other similar traffic parking payment centers may be utilized by and implemented by the City. Where such kiosks or centers apply to numerous spaces, they may be installed at such locations as the City deems necessary and appropriate. All parking spaces shall be plainly designated by lines or markings on the highway.

Parking meters shall be placed upon the sidewalk or curb immediately adjacent or next to each designated parking space and in such manner as to show or display by a signal that the parking space controlled by such meter is or is not legally occupied. Where the City utilizes traffic kiosks or parking stations as set forth in § 285-27, then such kiosks or stations may be installed at such locations as the City deems necessary and appropriate, and they need not then be installed immediately adjacent or next to each designated parking space. Each parking meter, kiosk or parking station shall indicate by a proper legend the established legal parking time and the fee or charge therefor and, when in operation, shall also plainly indicate the duration of the period of legal parking and any illegal or overtime parking.
Every vehicle parked in any parking meter zone shall be entirely within the lines of the designated parking space.

A. 
Upon the effective date of this section, parking meter rates shall be $2.50 per hour. The parking meter rates established by this section may be changed from time-to-time hereafter by resolution of City Council.
B. 
Upon the parking of any vehicle in a parking meter zone, the operator thereof shall, upon entering the designated parking space, immediately deposit or cause to be deposited the coin or coins in United States currency, or other accepted means of payment, required according to the legally posted notices applicable to the parking space occupied, in the designated slot of the parking meter, kiosk or parking station controlling this parking space and, in a manually operated parking meter, pull or turn the lever or knob in the way required to place the parking meter in operation. Upon the deposit of these coins or other accepted means of payment and the placing of the parking meter, kiosk or parking station in operation with respect to the designated parking space, the parking space may be lawfully occupied by any vehicle during the period of time indicated on the parking meter, kiosk or parking station.
C. 
Reference to "coins" in this chapter shall also be deemed to refer to tokens or other forms of payment authorized or approved by the City or the Lancaster Parking Authority.

The coin or coins or other means of payment required by this chapter to be deposited in the parking meters, parking kiosks or parking stations are hereby levied and assessed as fees to provide for the proper regulation and control of traffic upon the highways in the parking meter zones created hereby, including the cost of supervising and regulating the parking of vehicles, and the cost of the purchase, supervision, protection, inspection, installation, operation, maintenance, enforcement and control and use of the parking meters, parking kiosks or parking stations.
No owner or operator of any vehicle shall cause, allow or permit such vehicle to be parked overtime or beyond the period of the legal parking time established for any parking meter zone herein created.

No person shall deposit or cause to be deposited in any parking meter, parking kiosk or parking station a coin or other acceptable means of payment for the purpose of increasing or extending the parking time of any vehicle beyond the legal parking time established for any parking meter zone herein created.

No person shall deposit or cause to be deposited in any parking meter, parking kiosk or parking station any slug, device or any other substitute for a coin of the United States. Slugs shall not include tokens issued by the City or the Lancaster Parking Authority.

No person shall deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter, parking kiosk or parking station installed under the provisions of this chapter.
Nothing in this chapter shall be construed as prohibiting the City from providing for free parking space for loading and unloading, for bus stops, for taxicab stands or for other matters of a similar nature.

A. 
The Lancaster Parking Authority shall have the authority to issue hoods for the placement over the heads of specifically designated parking meters, parking kiosks or parking stations. Whenever a hood has been placed over the head of a parking meter, parking kiosk or parking station no vehicle shall be parked in the spaces regulated by such meter, parking kiosk or parking station during the period that the hood remains thereon during meter enforcement times, without the permission of the Lancaster Parking Authority.
B. 
The Bureau of Police shall have the authority to issue and post any signs regulating meter parking when such action is necessary for the temporary regulation of traffic and parking. Whenever a sign has been placed on the head of a parking meter, parking kiosk or parking station, no vehicle shall be parked in the spaces regulated by such meter during the period that the sign remains thereon.
