It is the intent, purpose and scope of this
chapter to protect and promote the safety, health and morals of the
citizens of the Borough of Shippensburg, Cumberland and Franklin Counties,
Commonwealth of Pennsylvania; to promote the orderly growth of the
remaining vacant lands within the corporate limits of the borough;
to provide for the orderly and efficient development of lands for
commercial and industrial uses; to protect the environment and to
promote development with concern to environmental issues; to assure
the orderly and efficient extension of public utilities, streets and
transportation; and to ensure that the Borough of Shippensburg maintains
its essence and character.
