The entire area embraced within the corporate limits of the Village of Elm Grove, Wisconsin, is hereby designated as a bird sanctuary.
A. 
No person except a peace officer, health or humane officer, or the Village Manager’s designee in the pursuit of his or her duties shall, within such Village, trap, hunt, shoot or attempt to shoot or molest any bird, wild fowl or animal or disturb any bird’s nest or bird’s eggs, except for hunting with a bow and arrow or crossbow as permitted in § 147-1 of this Code.

B. 
No person shall commit an act of cruelty to any animal or bird.
A. 
Trapping of animals with noninjurious box traps shall be permitted, as well as trapping of rodents, on an owner's premises.
B. 
Canada Goose depredation activities undertaken pursuant to and authorized by a federal permit are exempt from this article.

Any person who shall violate any provision of this article or any rule or regulation made under this article shall be subject to a penalty as provided in § 1-16 of this Code.
