Property improvements within the Village of Elm Grove reflect the Village’s strong economy and its desirability as a place to live and work. New construction adds significantly to the value of properties; however, the Village recognizes that new construction activity can be disruptive if not properly controlled. It is the intent of this Article to ensure that construction-related activity, including the maintenance and operation of construction sites, is safe, compatible with existing development and not disruptive beyond what is necessary.
A. 
All residential, commercial and industrial sites where demolition, construction, renovation, clean up or like activity is underway shall either have a construction dumpster or similar waste receptacle for depositing all construction waste and related non-garbage trash or provide for storage of all debris within the subject structure. It shall be the responsibility of both the property owner and the contractor, if applicable, to ensure regular servicing of any construction dumpster or similar waste receptacle.
B. 
All construction dumpsters and similar waste receptacles shall exhibit a clear and legible demarcation of owner of the receptacle, contact information, address and a contact phone number.
C. 
Construction dumpsters and similar waste receptacles shall be located on the private property undergoing construction, demolition or renovation. The location of the construction dumpster shall not block any exit doors or fire lanes.
D. 
All project sites shall be free of all loose debris, such as cans, metal, plastic, paper, scrap lumber, concrete remnants, roof tile and other materials commonly found on construction-related sites. All dumpsters or like receptacles shall be emptied in a timely fashion so as to prevent the overflow of debris or litter.
E. 
It shall be the responsibility of both the entity that owns the dumpster or like receptacle and the property owner to ensure safe and legal placement and maintenance of the receptacles, in accordance with this section.
F. 
The Village Manager or his or her authorized designee reserves the right to address special circumstances on a case-by-case basis.
It shall be the duty of the property owner of record to provide for the timely removal of construction dumpsters and similar waste receptacles. Upon completion of a demolition, construction, renovation or related project, said owner shall have seven calendar days to remove the construction dumpster or similar waste receptacle from the project site. Removal of construction dumpsters or similar waste receptacles shall be done in accordance with Village Code § 208-4, Construction hours.
