The owner, occupant or person in charge of each and every building or property abutting on any sidewalk as identified in the Snow Removal Property Inventory, which may by resolution be amended from time to time by the Village Board of Trustees, shall keep such sidewalk free from snow and ice and shall remove any snow or ice from the sidewalk within 24 hours after the termination of any snowfall, or snow or ice accumulation. When ice or snow has formed on any sidewalk such that it cannot be immediately removed, said sidewalk shall be sprinkled with salt, sand or some other form of acceptable deicing material. For purposes of this section, the keeping of a sidewalk free from snow and ice shall mean the entire width of the sidewalk.

The Village shall annually notify, through posting, all owners or persons in possession of property identified on the Snow Removal Property Inventory, as referenced in § 243-13, to keep such sidewalks free from snow and ice and to remove the same within 24 hours after every fall or accumulation of snow or ice. Said notice shall further provide that if the owner or person in possession fails to remove the snow or ice within 24 hours of the falling or accumulation thereof, that the Village may cause said snow or ice to be removed and charge the cost to the abutting property.
The property owner, person in possession, or person removing snow or ice from any sidewalk, public or private driveway, parking lot or parking area shall dispose of accumulated snow and ice upon such property as follows:
A. 
Snow or ice removed from private property shall not be deposited onto any fire hydrant, mailbox, or upon any paved right-of-way, public sidewalk, or other public place.
B. 
Snow and ice shall be deposited so as not to obstruct or interfere with the passage or vision of vehicular or pedestrian traffic.
C. 
Snow and ice shall be removed from any portion of a sidewalk that leads to the street and intersects with the curb at an intersection or corner.
If the owner or person in possession of property fails to remove the snow or ice from the sidewalks within the time specified in § 243-13, the Village may have the snow or ice removed and charge the cost thereof against the abutting property each time the snow or ice is removed. If the expense of such removal is not paid forthwith it shall be a tax upon the premises bounded by such sidewalk(s), to be levied and assessed thereon and collected as provided in § 66.0907, Wis. Stats.

A. 
A property owner has a duty to remove or cause to be removed any snow and/or ice from those sidewalks abutting their building and/or property in accordance with the provisions of § 243-13. Failure to comply with such provisions authorizes the Village to have such work performed as provided for in § 243-16.
B. 
In addition to those charges identified in § 243-16, any person who shall violate any provision of this article or any rule or regulation made under this article shall be subject to a penalty as provided in § 1-16 of this Code.
