For purposes of this chapter, the following definitions and the definitions contained in § 236.02, Wis. Stats., shall apply:
CERTIFIED SURVEY MAP
A certified map prepared by a registered surveyor of a division of land other than a subdivision as defined in § 236.02(8), Wis. Stats.
LAND DIVISION
A partition of real property whereby one or more new lots is created.
PLAT
A map of a subdivision
PRELIMINARY PLAT
A map showing the salient features of a proposed subdivision submitted to an approving authority for purposes of preliminary consideration.
STREET
Every highway within the corporate limits of the village except alleys. "Highway" means all public ways and thoroughfares and bridges on the same. It includes the entire width between the boundary lines of every way open to the use of the public as a matter of right for the purposes of vehicular travel. It includes those roads or driveways in the state, county or municipal parks and in state forests which have been opened to the use of the public for the purpose of vehicular travel and roads or driveways upon the grounds of public schools, as defined in Section 115.01 (1) of the Wisconsin Statutes, and institutions under the jurisdiction of the County Board of Supervisors but does not include private roads or driveways as defined in sub. (46).
A. 
Arterial streets and highways are used or intended to be used primarily for through traffic. Arterial streets and highways shall include freeways and expressways as well as parkways.
B. 
Collector streets collect traffic from local streets and convey it to arterial streets and highways, including the principal entrance streets of a residential development and streets for circulation within such a development.
C. 
Secondary streets are those which are used primarily for access to the abutting properties.
D. 
Marginal access streets are secondary streets which are parallel to and adjacent to primary streets and highways and which provide access to abutting properties and protection from through traffic.
SUBDIVIDER
Any person, firm or corporation, or any agent thereof, dividing or proposing to divide land resulting in a subdivision or replat.
SUBDIVISION
A division of a lot, parcel or tract of land by the owner thereof or the owner's agent. The act of division creates:
A. 
Five or more parcels or building sites of 1/2 acre each or less in area; or
B. 
Five or more parcels or building sites of 11/2 acres each or less in area created by successive divisions within a period 5 years.
