Before final approval of a plat, the subdivider shall install street
and utility improvements as hereinafter provided. If such improvements are
not installed as required at the time that the final plat is submitted for
approval, the subdivider shall, before the approval of the plat, enter into
a development agreement with Elm Grove agreeing to install the required improvements
and file, as a condition of execution of said developer's agreement,
a bond in the amount of 110% of the estimated cost of the improvements and
in form meeting the approval of the Village Attorney or a certified check
in an amount equal to 110% of the estimated cost of the improvements. This
estimate is to be made by the Village Engineer, as a guaranty that such improvements
will be completed by the subdivider or his subcontractors not later than one
year from the date of recording of the plat and as a further guaranty that
all obligations to subcontractors for work on the development are satisfied.
Contractors and subcontractors who are to be engaged in the construction
of street and utility improvements on dedicated street rights-of-way shall
be subject to the approval of the Village Engineer.
The subdivision shall be monumented as required by Section 236.15 of
the Wisconsin Statutes which is hereby adopted by reference.
A.
Before the final plat of a subdivision located within
the village limits will be approved, the subdivider shall provide the following
facilities, give satisfactory proof that he/she has contracted to install
such facilities, or file a performance bond insuring that such facilities
will be installed within the time required by the Board of Trustees:
(1)
Water and sanitary sewer mains, and laterals to the lot
line, where connection to existing systems can be reasonably provided.
(2)
Streets graded to full width and the roadway graded to
subgrade. After installation of the water and sewer facilities, the roadway
shall be surfaced with six inches of crushed gravel and a seal coat applied.
(3)
Adequate facilities to provide surface water drainage.
The adequacy of such facilities shall be subject to approval of the Village
Engineer.
Within 10 days of final approval of a final plat or certified survey
map, subdividers shall provide the Village Engineer with an electronic file
of the final plat or certified survey map in a format compatible with the
village's digital parcel mapping and Geographic Information System (GIS)
as specified by the Village Engineer.
