No person shall own, harbor or keep any dog, cat or other animal in a domesticated environment which:
A. 
Habitually pursues any vehicle upon any public street, alley or highway or is allowed to run at large. A dog, cat or other animal shall be considered as running at large when it is not on the premises of its owner, unless it is on a leash within the immediate presence of the owner, his or her employee or any member of his or her family of the age of 12 years and over. An owner shall include any person owning the dog, cat or other animal or keeping or harboring it for more than 10 days, kennels excluded.

B. 
Assaults or attacks any person.
C. 
Is vicious. A showing that a dog or other animal has bitten, attacked or injured any person shall constitute a prima facie showing that such dog or animal is vicious.
D. 
Habitually barks, crows, cries, screeches, howls or makes any other loud or annoying sound which greatly disturbs the peace and quiet of a neighborhood or of any two or more persons within the Town.
E. 
Has not been licensed as required by the ordinances of the Town and the laws of the state.
A. 
Confinement of offending or running animals. The Police Department or any officer appointed by the Town Board may apprehend any dog or other animal found running at large within the Town or which does any of the things prohibited under § 216-1, except § 216-1C, and confine the same in a suitable place.
B. 
Disposition of unclaimed dogs. The Police Department or the keeper of a pound shall keep all dogs or other animals apprehended for seven days (unless sooner claimed by the owner or keeper). If any dog or other animal is not reclaimed by the rightful owner within such time, the dog or other animal may be delivered to the humane society.

Except as otherwise provided in this article, any person who shall violate any provision of this article shall be subject to a penalty as provided in § 1-3 of this Code.

A. 
Pursuant to § 174.05 (3), Wis. Stats., a dog license tax on dogs additional to the minimum required under § 174.05 (2), Wis. Stats., within the Town of Woodruff, Oneida County, Wisconsin, is authorized in the amounts shown in the table below:
Neutered female/male: $2 additional
Unneutered female/male: $2 additional
B. 
The additional tax shall be effective on January 1, 2018, and be in force and effect until repealed by a vote of the Town Board.
