[HISTORY: Adopted by the Town Board of the Town of Woodruff 2-11-1986 as § 11.01 of the 1986 Code. Amendments noted where applicable.]
This chapter to regulate waste disposal is adopted pursuant to the authorization contained in §§ 61.34 and 60.22(3), Wis. Stats., which provide that town boards exercising the powers of village boards may act for the government and good order of the town for the health, safety, welfare and convenience of the public and may carry their powers into effect by license, regulation, suppression, borrowing, taxation, special assessment, appropriation, fine, imprisonment and other necessary or convenient means.
No person shall discharge or permit the discharge of any human sewage waste onto any lands in the Town, except a discharge into a public collection and treatment system, an existing privy, a septic tank and soil absorption system or other method of sewage disposal approved by the Town Board.
A. 
The provisions of this chapter shall be enforced by and under the direction of the Town Board. Any person who violates, disobeys, omits, neglects or refuses to comply with or who resists the enforcement of any of the provisions of this chapter shall be subject to a penalty as provided in § 1-3 of this Code.[1]

B. 
Each day's violation of this chapter shall be considered a separate and distinct violation thereof, for the purpose of assessing penalties. Compliance therewith may also be enforced by injunctional order at the suit of the Town Board. Such suit for injunction shall be in addition to a suit for penalty.
