No person or persons, corporation, firm or association shall operate, drive or run, or permit to be operated, driven or run, upon the streets of Village of Island Park, for hire, for the purpose of transportation of persons, any automobile, taxicab, public carriage, cab, hack, stage or other vehicle, without obtaining a license therefor.
Any person or persons, firm, association or corporation which shall hereafter desire to obtain a permit to operate or drive any automobile, taxicab, public carriage, hack, stage, cab, or other vehicle for the transportation of persons for hire within the Village of Island Park shall apply in writing to the Mayor of the Village, for the issuance to him, them or it of a license therefor, which application shall state in detail the location within the Village of Island Park wherein the office, if any, of said applicant is to be conducted, the name of the person, persons, firm, association or corporation which desires to carry on or engage in the running, operation or driving of such vehicles for the transportation of persons for hire, specifying the residence of such person or persons, or the residence of the persons composing any such firm, association or corporation, and the names and addresses of the officers of any such corporation, the number of the automobiles, taxicabs, public carriages, cabs, hacks, stages or other vehicles proposed to be run or operated by such applicant, and in particular setting forth the place or places where the applicant proposes to park the automobiles, taxicabs, public carriages, cabs, hacks, stages or other vehicle while awaiting passengers therefor.

The Mayor of the Village of Island Park is hereby empowered to issue licenses to such person or persons, firm, association or corporation applying therefor as he shall deem fit and proper for such trade and occupation, in the form and manner provided by law, and specify therein the name of the Village of Island Park, and charge a license fee as set from time to time by the Board of Trustees for each automobile, taxicab, public carriage, cab, hack, stage, or other vehicle proposed to be operated by such applicant, but in no event shall such license be issued by the Mayor of said Village if it shall appear from such applicant that the applicant proposed to park the cars operated by him, them or it, while waiting for fares, in any of the public streets of the Village of Island Park, or in any place which shall tend to interfere with the free movement of traffic, or in any place except the places hereinafter designated in this chapter as parking places for public taxicabs, or upon private property so located as not to cause any interference with traffic.

Each and every license issued by the Mayor of said Village shall be issued upon the condition that no charge shall be made for the transportation of persons within the Village of Island Park, by such licensee, in excess of the rates therefor which may from time to time be fixed by the Board of Trustees of the Village of Island Park.
No person or persons, firm, association or corporation shall solicit fares or patrons to ride in taxicabs owned or operated by him, it or them for hire, by spoken words or language, in any part of the Village of Island Park.
No person or persons, firm, association or corporation running, operating or driving public automobiles, taxicabs, carriages, cabs, hacks, stages or any other vehicle for the transportation of persons, for hire, within the Village of Island Park shall park any such public automobile, taxicabs, carriages, cabs, hacks, stages or other vehicles on any public street in the Village of Island Park.
A. 
The Mayor of the Village Island Park is herby authorized to suspend any license by him granted until the next meeting of the Board of Trustees, and in the event of the violation of any of the provisions of this chapter by such licensee, the Mayor is herby directed to suspend any such license until the next meeting of the Board of Trustees, and thereupon the license may be revoked or discontinued by the Board of Trustees in its discretion.
B. 
In the event of the revocation of any such license in the manner herein provided, the person or persons, firm, association or corporation to whom or to which such license is issued may apply to said Board of Trustees for a rebate of the fee paid for such license, and the Board of Trustees may, in its discretion, make such rebate, except that where the license is revoked for the violation of this chapter, or any part thereof, no rebate of such license fee shall be made, and the fee paid for such license shall be forfeited to said Village.
The Clerk of the Village of Island Park shall assign to each licensee a number for each automobile, taxicab, public carriage, cab, hack, stage or other vehicle operated under the provisions of this chapter in the Village of Island Park, and it shall be the duty of such licensee to cause such license number so issued to be conspicuously displaced upon the automobile, taxicab, public carriage, cab, hack, stage, or other vehicle for the use of which it is given.
No person shall be granted a license who is under the age of 18 years, and no person under the age of 18 years shall be permitted to operate any vehicle hereinbefore mentioned.
The rates of transportation within the Village of Island Park as hereinbefore mentioned shall be furnished to each person to whom a license is issued for the transportation of persons as hereinbefore provided, and such rates shall be printed on a card or other method as said Board of Trustees of said Village of Island Park shall designate, and said rates so printed shall be posted in a conspicuous place in each automobile, taxicab, public carriage, cab, hack, stage or other vehicle used for the purpose of transportation of persons for hire.

Any person or persons, firm, association or corporation violating this chapter, or any part thereof, shall be liable for and forfeit and pay a penalty not exceeding $250 for each violation thereof, for use in the Village.
