Whenever any department head has a reason to establish a new employment position or to replace any existing employment vacancy, prior to any action being taken, the department head shall request authorization in writing to the Borough Administrator with an explanation as to the reasons for the same.
The Borough Administrator, upon receipt of said written request, will submit a report to Borough Council as to the Administrator's assessment and position on the request to hire.
The Borough Council, at its next available Council meeting, will vote on whether to approve or disapprove of the request to hire.
Based upon the decision of the Borough Council, the Borough Administrator shall do the following:
If the request is approved by the Borough Council, then the Borough Administrator shall notify the department head in writing.
Once the department head is notified of the approval, then the department head will submit (i.e., subject to normal hiring procedures) any recommendation as to the person to fill the employment position to the Borough Administrator.
The Borough Administrator will submit the name to Mayor and Council giving them one week for any one of them to request a meeting to discuss the hiring of the person recommended. If such a request is made, then the issue will be discussed at the next work session for a decision on what further action to be taken by Borough Council.
If the Borough Administrator does not hear any response as to the recommendation within the seven-day period, then said employee can be hired subject to official authorization by the Borough Administrator.
In the event of any employment emergency, the Borough Administrator is authorized to contact the Mayor and Council to take any appropriate action as to the hiring of an employee in such an emergent situation.
