The following departments and offices shall charge and collect fees for services and materials extended and furnished as hereinafter provided:
A. 
Clerk's office.
(1) 
Official Borough Map: $1.
(2) 
Assessment for Municipal Improvement Searches: $10.
(3) 
Borough Code Book: actual cost to photocopy or print.

Biodegradable trash bags: five bags for $2, 10 bags for $4, 15 bags for $6, etc.

(a) 
Copy fee of $0.05 per page for letter-sized pages and smaller;
(b) 
Copy fee of $0.07 per page for legal-sized pages and larger;

In the event the actual costs to produce paper copies exceed the $0.05 and $0.07 rates, then the charge will be the actual cost of duplication;
(d) 
Electronic records will be provided free of charge (i.e., email);

(7) 
Transcripts. Whenever an applicant requests a verbatim transcript of a recorded proceedings, he shall arrange through the Municipal Clerk or Solicitor the transcription of the recording by anyone of his own selection, the cost of which is to be paid by the applicant; or the Borough will, through the Municipal Clerk or Solicitor, arrange for the transcription, the cost of which will be paid by the applicant.
(8) 
Color copies: actual cost charged to Borough.

Special service charge. Whenever the nature, format, manner of collation, or volume of a government record embodied in the form of printed matter to be inspected, examined, or copied pursuant to this section is such that the record cannot be reproduced by ordinary document copying equipment in ordinary business size or involving an extraordinary expenditure of time and effort to accommodate the request, the public agency may charge, in addition to the actual cost of duplicating the record, a special service charge that shall be reasonable and shall be based upon the actual direct cost of providing the copy or copies; provided, however, that in the case of a municipality, rates for the duplication of particular records when the actual cost of copying exceeds the foregoing rate shall be established in advance by ordinance. The requestor shall have the opportunity to review and object to the charge prior to it being incurred.

Legalized games of chance.

(a) 
Applications. Any and all applications for a State of New Jersey legalized game of chance shall require timely completion of the appropriate application for submission to the state.
(b) 
Fees. Any and all applications for a State of New Jersey legalized game of chance shall require payment of the fees established by the State of New Jersey and payment of the same state fee(s) for each application to the Borough of Glassboro. Payment shall be made by two separate checks. One check shall be payable to LGCCC, and one check shall be payable to the Borough of Glassboro for the same amount as the state fee(s).
(c) 
Issuing authority.

Designated person. The Municipal Clerk, also known as the "Borough Clerk," is hereby delegated the authority to act as the issuing authority to approve the granting of bingo and raffle licenses within the Borough of Glassboro pursuant to state statutes for same.

(4) 
Redemption certificates and calculation.

(a) 
In accordance with N.J.S.A. 54:5-54, the Tax Collector shall provide to any party entitled to redeem a certificate pursuant to this section (N.J.S.A. 54:5-54) two calculations of the amount required for redemption within a calendar year at no cost. For each subsequent calculation requested from the Tax Collector, there shall be a fee of $50. A request for a redemption certificate shall be made in writing to the Tax Collector.
(b) 
In accordance with N.J.S.A. 54:5-97.1, the Tax Collector may charge a lienholder of a tax lien $50 for the calculation of the amount due to redeem the tax lien as required pursuant to N.J.S.A. 54:5-97.1. Any request for a redemption calculation shall specify the date to be used for the calculation, which shall be the date of the notice. Neither the Tax Collector nor the municipality shall be liable for an incorrect calculation. The fee paid to the municipality shall not become part of the lien and shall not be passed on to any party entitled to redeem pursuant to N.J.S.A. 54:5-54.
(5) 
Tax sale mailing costs. Pursuant to N.J.S.A. 54:5-26, copies of the notice of a tax sale shall be set up in five of the most public places in the municipality, and a copy of the notice shall be published in a newspaper circulating in the municipality, once in each of the four calendar weeks preceding the calendar week containing the day appointed for the sale. In lieu of any two publications, notice to the property owner and to any person or entity entitled to notice of foreclosure pursuant to Section 20 of P.L. 1948, c. 96 (N.J.S.A. 54:5-104.48) may be given by regular or certified mail, the costs of which shall be added to the cost of the sale in addition to those provided in N.J.S.A. 54:5-38, not to exceed $25 for each notice for a particular property.

D.

Police Department.

(1) 
Copies of police reports:
(a) 
Copy fee of $0.05 per page for letter-sized pages and smaller;
(b) 
Copy fee of $0.07 per page for legal-sized pages and larger;

Whenever an applicant requests a verbatim transcript of a recorded proceedings, he shall arrange through the Court Administrator or Solicitor the transcription of the recording by anyone of his own selection, the cost of which is to be paid by the applicant; or the Borough will, through the Court Administrator or Solicitor, arrange for the transcription, the cost of which will be paid by the applicant.

F. 
Municipal Court discovery.
(1) 
All requests for discovery in matters pending in the Glassboro Municipal Court shall be submitted through the Municipal Prosecutor.
(2) 
The following fees shall be payable by the requestor to the Borough of Glassboro for the discovery provided:

(a) 
General discovery request, photocopied: $5;
(b) 
Driving while intoxicated (DWI) discovery request, photocopied: $20;
(c) 
Photographs will be photocopied at the rates established herein. If requests are made for duplicate photographs, the actual cost of making the photographs shall be charged;
(d) 
Duplication of videotapes constitutes an extraordinary duplication process and will be charged at the rate of $5 per videotape;
(e) 
On any item that cannot be photocopied on the Borough copy machine or not otherwise provided for in this schedule, the actual cost incurred in making the copy shall be charged.
(3) 
Where the discovery must be obtained from an entity other than the Borough of Glassboro, e.g., another police department, the actual costs paid to the other entity shall be paid by the requestor.
G. 
Planning/Zoning Office.

I. 
Interpreter services.

(1) 
The Borough may utilize the services of an outside entity to provide interpreter services to the Borough when needed by anyone requiring such services.
(2) 
Anyone requiring interpreter services will be charged the actual cost charged by such outside entity to provide said services.
(3) 
Payment in advance will be required for use of said services. If actual cost is not known, then a reasonable deposit will be required to be paid up front with any unused funds to be refunded to the person using said services.
The fees listed in this article shall be charged as of the effective date of this article for the specific services listed. Any fees changed by virtue of change in statute or law or new fees instituted by new statute, law or ordinance shall be automatically charged without amendment to this article. Any fees not listed in this article shall remain as previously established by ordinance, resolution or practice of the Borough.
