A. 
Words and phrases defined. Whenever any words and phrases are used in this section, the meanings respectively ascribed to them in Subtitle 1 of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein.
B. 
Regulations not exclusive. The provisions of this section imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
C. 
Parking prohibited at all times on certain streets. No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I attached to and made a part of this section.
D. 
One-way streets designated. The streets or parts of streets described in Schedule II attached to and made a part of this section are hereby designated as one-way streets in the direction indicated.
E. 
Penalties. Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of a provision of this section or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both.
F.

D. 
Normal Boulevard. No person shall park any vehicle or cause any vehicle to be parked at any point upon either side of Normal Boulevard, between Main Street and Carpenter Street, between the hours of 8:00 a.m. and 6:00 p.m., for a longer period than one hour, and said restriction shall not be applicable upon the day of the week commonly known as Sunday and legal holidays.
E. 
Penalties. Any person violating any provision of this section shall, upon conviction, be liable to a fine of not more than $50.

F. 
Parking time limited on certain streets. No person shall park a vehicle for longer than the time limit shown in Schedule I at any time between the hours listed in said Schedule I of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule I attached to and made a part of this section.

G. 
Stop intersections. Pursuant to the provisions of N.J.S.A. 39:4-140, the following intersections are hereby designated as stop intersections:
(1) 
Dickinson Road and Yale Road. Stop signs shall be installed on Yale Road. Stop signs shall be placed on the near right side of each highway intersecting the through street where such sign is deemed necessary pursuant to N.J.S.A. 39:4-141.
H. 
Yield intersections designated. Pursuant to the provisions of N.J.S.A. 39:4-140, the hereinafter described intersections are hereby designated as yield intersections:
(1) 
Dickinson Road and Harvard Road. Yield right-of-way signs having sides 30 inches in length shall be installed on Harvard Road.
(2) 
Holly Street and Victoria Avenue. Yield right-of-way signs having sides 30 inches in length shall be installed on Victoria Avenue.
(3) 
Georgetown Road and Harvard Road. Yield right-of-way signs having sides 30 inches in length shall be installed on Harvard Road.
(4) 
Georgetown Road and Yale Road. Yield right-of-way signs having sides 30 inches in length shall be installed on Yale Road.
(5) 
Yield right-of-way signs shall be installed as provided herein.
I.

J. 
Signs.
(1) 
To promote obedience and insure visibility of stop signs, municipal officials must enforce the state law parking prohibition provided in N.J.S.A. 39:4-138 "that no operator of a vehicle shall stand or park the vehicle within 50 feet of a stop sign."
(2) 
All signs conform to the "Manual on Uniform Traffic Control Devices for Streets and Highways," Public Roads Administration, June 1961, unless superseded by Title 39 of the Revised Statutes.
K. 
Schedule I. In accordance with the provisions of § 445-9F, no person shall park a vehicle for longer than the time limit shown upon any of the following streets or parts of streets:

(1) 
Oakwood Avenue, both sides, time limit two hours between northwesterly line of Holly Street and southwesterly line of Whitney Avenue, hours 8:00 a.m. to 6:00 p.m.
(2) 
High Street, both sides, time limit two hours, 8:00 a.m. to 6:00 p.m., between the intersection of northeasterly line of Cedar Avenue and the northeasterly line of Ellis Street and the southeasterly line of Whitney Avenue.
(3) 
No parking at any time on Whitney Avenue, from the extended northeasterly line of Whitney Avenue to the extended northeasterly line of Whitney Avenue to the extended southwesterly line of Route 322.
(4) 
Two-hour parking between the hours of 8:00 a.m. to 6:00 p.m., except on Sundays and holidays, shall apply on:
(a) 
Victoria Street, both sides, time limit two hours, 8:00 a.m. to 6:00 p.m., between Whitney and Cedar Avenues.
(b) 
New Street, both sides, time limit two hours, 8:00 a.m. to 6:00 p.m., between Whitney and Cedar Avenues.
(c) 
Holly Street, both sides, time limit two hours, 8:00 a.m. to 6:00 p.m., between High Street and Whitney Avenue.
(5) 
The above locations are not to include any areas wherein parking is prohibited by state law, i.e., N.J.S.A. 39:4-138(e) or N.J.S.A. 39:4-138(h), or other similar provisions contrary and in conflict with the provisions of this section.

A. 
Vehicular traffic shall move only in the southbound direction, and movement in the opposite direction is prohibited, upon that portion of Warwick Avenue situate between High Street and Grillo Avenue within the Borough of Glassboro.
B. 
Due notice of the one-way traffic southbound on Warwick Avenue, between High Street and Grillo Avenue, shall be given to the public by the placing of a sign at the place or places where this chapter is effective in accordance with the regulations of the State of New Jersey.

A. 
It shall be unlawful for the driver or operator of any truck exceeding 10,000 pounds' gross weight to operate same on Jefferson Avenue, Madison Avenue, Monroe Avenue within the Borough of Glassboro. This provision shall not be binding upon any truck or trucks being used for local delivery of goods or merchandise unto any address situate on the hereinabove mentioned streets.

F. 
U-turns.
(1) 
It shall be unlawful for any person driving or operating any vehicle on Main Street, between the intersection of said street with Delsea Drive on the north and the intersection of said street with Church Street on the south, to make or endeavor to make a semicircular turn, commonly known and referred to as a "U-turn."
(2) 
It shall be unlawful for any person driving or operating any vehicle on High Street, between the place of intersection of said High Street with Delsea Drive on the east and its junction with Ellis Street on the west, to make or endeavor to make a semicircular turn, commonly known and referred to as a "U-turn."
G. 
No person shall park any vehicle or cause any vehicle to be parked on any of the streets or highways within the Borough of Glassboro between the hours of 2:00 a.m. and 6:00 a.m. of the same day, anything contained in any other sections or provisions of this section to the contrary notwithstanding. The purpose of this provision is to prevent all-night parking on any of the streets or highways within the Borough of Glassboro.

H. 
For the purpose of this section, the word "parking" shall be taken to mean the standing or waiting at any point upon the streets in the Borough of Glassboro of any vehicle not actually engaged in discharging merchandise, unless in obedience to traffic regulations or traffic signs or signals.

I. 
The Police Department of the Borough of Glassboro shall appropriately mark and designate such portions of the highway and intersections that are herein designated and affected by this section, to the end that the public and others using said highways shall be informed as to the requirements of the said Borough in the use of said highways and the requirements of this chapter.
J. 
Nothing herein contained shall be so construed as to in anywise conflict with the laws of the State of New Jersey regulating vehicles and vehicular traffic and pedestrians, nor any other ordinance of the Borough of Glassboro regulating and controlling the same which is not hereby expressly repealed, but the same shall, if possible, be so construed as to be in harmony therewith and in addition thereto. Should any of the provisions of this section be directly inconsistent with or repugnant to any provisions of any other ordinance now in force and not susceptible of being so construed as to be in harmony therewith, the provisions herein contained shall be controlling.
K. 
Penalties. Any person who shall violate any of the provisions of this section shall, upon conviction thereof, be liable to a fine of not more than $50 or to imprisonment in the county jail for a term of not more than 15 days, or to both such fine and imprisonment, in the discretion of the Municipal Judge of the Borough of Glassboro before whom conviction shall be had.

B. 
From and after the passage and adoption of this section, it shall be unlawful for the driver of any vehicle to enter or cross Delsea Drive, Main Street, Union Street and Ellis Street in the said Borough, at the places designated in the preceding subsection of this chapter as stop streets, until he or she shall first bring his or her vehicle to a complete stop at a point not less than 10 feet from the curbline, unless otherwise ordered by a traffic officer stationed at such intersection or unless such intersection shall be controlled by signal lights.
C. 
No truck or delivery wagon weighing more than five tons' gross weight will be allowed or permitted to run on State Street from its intersections with Delsea Drive on the south to its intersections with Main and West Streets on the north; providing, however, that this section shall not apply to any truck or delivery wagon having materials or goods to deliver at any place within the above limits, or on Academy Street from its intersection with State Street on the north to its intersection with High Street on the south.
D. 
Penalties. Any person violating any of the provisions of this section shall be liable, upon conviction thereof, to a fine of not more than $25 or to imprisonment in the county jail for a term of not more than 10 days, or to both such fine and imprisonment, in the discretion of the Judge before whom such conviction shall be had.

Words and phrases defined. Whenever any words and phrases are used in this section, the meanings respectively ascribed to them in Subtitle 1 of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein.
B. 
Regulations not exclusive. The provisions of this section imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
C. 
Parking limited on certain streets. No person shall park a vehicle upon any of the streets or parts thereof described in Schedule I attached to and made a part of this section (see § 445-16F).
D. 
Penalties. Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of a provision of this section or any supplement thereto shall be liable to a penalty of not more than $50, or imprisonment for a term not exceeding 15 days, or both.
E. 
Short title. This section may be known and cited as "The Traffic Ordinance."
F.

The following traffic and parking regulations shall be effective on the roads and areas indicated on the filed plan entitled "Traffic and Parking Plan, Collegetown Shopping Center, Revised, September 24, 1977," heretofore filed with the Borough Clerk.
A. 
Parking.
(1) 
Road B. No person shall park a vehicle at any time on either side of Road B. Any unoccupied vehicle parked or standing in violation of this subsection shall be deemed a nuisance and a menace to safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicle. The foregoing shall be in addition to any other fine or penalty provided for a violation of this subsection. Appropriate signs shall be posted in the restricted area covered by this subsection to adequately inform the public that no parking is permitted and that the area is a tow-away zone.

(2) 
Parking spaces reserved for the handicapped.

(a) 
No person shall park any vehicle at any time in the Collegetown Shopping Center in any parking space which is marked and/or signed as a reserved space for handicapped persons, unless the driver or a passenger in said vehicle is actually handicapped and such vehicle bears the certificate, insignia or license plate issued by the Director of the Motor Vehicle Commission for handicapped persons, designated in Title 39 as "persons with a disability."
(b) 
Penalties. For a violation of this subsection, the offender shall be liable to a fine of $250 for the first offense and, for subsequent offenses, a fine of at least $250 and up to 90 days' community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.

One-way. Road A is hereby designated as a one-way street, with the direction of traffic to move in a counterclockwise direction, the entrance to Road A being from Bowe Boulevard at Point 1, and the exit from Road A being to Bowe Boulevard at Point 6.
B. 
Faculty parking only. The area on the plan designated "Faculty Parking Only," which area lies in the southwest corner of the plan, to the west of Island X and to the south of the southerly end point of Road B, is hereby designated as a restricted parking area for members of the Glassboro High School faculty only.
C. 
No parking. No person shall park any vehicle at any time at the following locations:
(1) 
Road A:
(a) 
Inner perimeter between Point 1 and Point 2.
(b) 
Inner perimeter between Point 3 and Point 4.
(c) 
Inner perimeter between Point 5 and Point 6.
(d) 
Outer perimeter between Point 7 and Point 8.
(2) 
Road B: no parking on either side.
(3) 
Road C: no parking on either side.
(4)

A. 
The following parking regulations shall be effective in the specified areas hereafter mentioned as indicated on the filed plan entitled "Jamesway Shopping Center — No Parking Zones" heretofore filed with the Borough Clerk of the Borough of Glassboro:
(1) 
No parking. No person shall park any vehicle at any time in the following locations:
(a) 
Between Point A and Point B for a distance extending 10 feet perpendicular to the curb extending from said Point A to Point B.
(b) 
Between Point C and Point D for a distance extending 10 feet perpendicular to the curb extending from said Point C to Point D.
B. 
Violations and penalties.
(1) 
For a violation of any provision of this section or any supplement thereto for which no other specific penalty is provided, the offender shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both.
(2) 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of removal and storage which may result from such removal, before regaining possession of the vehicle.
C. 
Signs. Appropriate signs shall be posted in the restricted areas heretofore described to adequately inform the public that no parking is permitted and that the area is a tow-away zone.
D. 
Additional regulations. The following traffic and parking regulations shall be effective in the parking lot of the Jamesway Shopping Center, North Delsea Drive, Glassboro, New Jersey:

(1) 
No person shall park at any time in the Jamesway Shopping Center adjacent to any building or in any driveway or traveled lane. Vehicles will only be permitted to park in designated parking areas and only in stalls within the painted white lines designating parking stalls.
(2) 
The most southerly driveway of the Jamesway Shopping Center is hereby designated as a one-way street in an easterly direction, as an entrance into the parking lot from Route 47.
(3) 
The most northerly direction of the Jamesway Shopping Center is hereby designated as a one-way street in a westerly direction, as an exit from the parking lot onto Route 47.
E. 
Parking spaces reserved for the handicapped.

(1) 
No person shall park any vehicle at any time in the Jamesway Shopping Center in any parking space which is marked and/or signed as a reserved space for handicapped persons, unless the driver or a passenger in said vehicle is actually handicapped and such vehicle bears the certificate, insignia or license plate issued by the Director of the Motor Vehicle Commission for handicapped persons, designated in Title 39 as "persons with a disability."
(2) 
Penalties. For a violation of this section, the offender shall be liable to a fine of $250 for the first offense and, for subsequent offenses, a fine of at least $250 and up to 90 days' community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.

A. 
The following parking regulations shall be effective in the specified areas hereafter mentioned as indicated on the respective filed plans applicable to each respective apartment complex heretofore filed with the Borough Clerk of the Borough of Glassboro as aforesaid:
(1) 
No parking: Summit Ridge Apartments. No person shall park any vehicle at any time in the following locations as designated on the filed plan entitled "Summit Ridge Apartments — No Parking Zones":
(a) 
At Location A, along the paved portion of the cartway between Point 1 and Point 2.
(b) 
At Location B, along the paved portion of the cartway between Point 3 and Point 4.
(c) 
At Location C, along the paved portion of the cartway between Point 5 and Point 6.
(2) 
No parking: Holly Bush Gardens Apartments. No person shall park any vehicle at any time in the following locations as designated on the filed plan entitled "Holly Bush Gardens Apartments — No Parking Zones":
(a) 
At Location A, along the paved portion of the cartway between Point 1 and Point 2.
(b) 
At Location B, along the paved portion of the cartway between Point 3 and Point 4.
(c) 
At Location C, along the paved portion of the cartway between Point 5 and Point 6.
(d) 
At Location D, along the paved portion of the cartway between Point 7 and Point 8.
(3) 
No parking: Crossings Apartments. No person shall park any vehicle at any time in the following locations as designated on the filed plan entitled "Crossings Apartments — No Parking Zones":
(a) 
At Location A, along the paved portion of the cartway between Point 1 and Point 2.
(b) 
At Location B, along the paved portion of the cartway between Point 3 and Point 4.
(c) 
At Location C, along the paved portion of the cartway between Point 5 and Point 6.
(d) 
On either side of the bridge along its entire length from the northerly edge of the perimeter road to the southerly edge of the parking area which are connected by said bridge, all as more particularly shown on the filed plan.

A. 
Time-limit parking.
(1) 
No person shall park a vehicle for more than two hours between the hours of 9:00 a.m. and 5:00 p.m., except Sundays and public holidays, on both sides of Silver Avenue from Main Street to Midway Road.
(2) 
There shall be two short-term parking spaces of 15 minutes for each space on Rowan Boulevard near the Barnes and Noble Café, as identified on the attached temporary parking location design.[1]

A. 
Restricted roadway. Road B, along its entire length, from Point 6 to Point 7 shall be restricted to school buses only during school hours.
B. 
One way.
(1) 
Road B is hereby designated as a one-way street, with the direction of traffic to move in a counterclockwise direction, the entrance to Road B being from Road A at Point 6 and the exit from Road B to Road A being at Point 7.
(2) 
Road D is hereby designated as a one-way street, with the direction of traffic to move in a counterclockwise direction, the entrance to Road D being from Road C at Point 10 and the exit from Road D being to Road C at Point 11.
C. 
Parking areas.
(1) 
Visitor parking. The indented area immediately north of the northerly curbline of Road A, between Point 4 and Point 5, designated on the plan as "Visitor Parking," is hereby designated as a visitor parking area.

A. 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary emergency no-parking signs are displayed. The Chief of Police or, in his absence, the ranking police officer is authorized to declare an emergency and to direct the posting of said emergency no-parking signs when weather conditions, accidents, fires or public celebrations dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that the emergency no-parking signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
B. 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.
C. 
The effectiveness of this section is contingent on signs being erected as required by law.
D. 
Penalties. Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of a provision of this section or any supplement thereto shall be liable to a penalty of $34 or to imprisonment for a term not exceeding 15 days, or both.

Trucks over four tons' gross weight are hereby excluded from the entire length of Oak Street and East Avenue in the Borough of Glassboro, County of Gloucester and State of New Jersey, except for pickup and delivery of materials on such street and travel to and from premises along said road.
B. 
Penalties. Every person convicted of a violation of a provision of this section, or any supplement thereto, shall be liable for a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both.

No person shall park any vehicle or cause any vehicle to be parked at any time along the south side of Oakwood Avenue from the curbline of Ferdinand Tartaglione Street to the curbline of Ellis Street.

B. 
Penalties. Any person convicted by the Municipal Court Judge of the Borough of Glassboro for the violation of the provisions of any part of this section shall, upon such conviction, pay a fine of not more than $50 or be subject to a jail sentence of not more than 15 days, or both.

B.

One-way street designation. MacClelland Avenue between Wright Avenue and Delsea Drive (New Jersey Route 47) is hereby designated as a one-way street in the westbound direction.

No parking/loading zone.
(1) 
A no-parking/loading zone shall be established along the east side of Mick Drive 172 feet south of Redmond Avenue extending in a southern direction, for a distance of 60 feet.
(2) 
A no-parking/loading zone shall be established along the east side of Mick Drive 192 feet north of Victoria Street extending in a northern direction, for a distance of 65 feet.
B. 
Penalties. Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of a provision of this section or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both.
(1) 
Vehicles using the no-parking/loading zones as established above shall be exempt from any parking permit requirements as outlined in § 445-57A of this chapter.
C. 
This section is enacted in accordance with N.J.S.A. 39:48-138.6 which confers upon the Borough of Glassboro the right to mandate by ordinance the permissible distance a person may park a motor vehicle from a crosswalk, sideline of a street or intersecting highway, or stop sign.

Penalties. Any person or persons violating any provision or provisions of this section shall be liable for a penalty of not more than $1,000 or imprisonment for a term not exceeding 90 days, or both.

It shall be unlawful for the driver or operator of any truck/vehicle/auto exceeding 5,000 pounds' gross weight to operate same on Hollybush Drive within the Borough of Glassboro. This provision shall not be binding upon any truck(s)/vehicle(s)/auto(s) being used for local delivery of goods or merchandise unto any address situate on the hereinabove mentioned street.

D. 
It shall be unlawful for the driver or operator of any truck/vehicle/auto exceeding 12,000 pounds' gross weight to operate same on West High Street within the Borough of Glassboro. This provision shall not be binding upon any truck(s)/vehicle(s)/auto(s) being used for local delivery of goods or merchandise unto any address situate on the hereinabove-mentioned street with an exception for any and all existing residential property owners with vehicles in excess of 12,000 pounds, which shall be grandfathered for so long as they own property on the street.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
INSUFFICIENT OFF-STREET PARKING SPACE
Inadequate driveway area, garage space or other legal off-street parking at the premises in which a Borough of Glassboro resident resides to accommodate the number of cars owned or leased by the residents of the property, or company cars of which the residents have full-time use, so that said vehicles can be legally and safely parked on said property and there is no reasonable ability to expand said parking space.

B. 
Parking Committee.
(1) 
There is hereby created a Parking Committee which shall consist of the following individuals:
(a) 
Zoning Code Official.
(b) 
Municipal Administrator.
(c) 
Appointed police personnel.
(d) 
Director of Public Safety.
(2) 
This Parking Committee is established to hear appeals in the event that the applicant has been denied a parking permit.
C. 
Parking permits. Permits shall be applied for in the following manner:
(1) 
Permit requirements.
(a) 
When a property owner believes it is necessary to obtain a permit for on-street parking on the street where the resident resides because said property owner believes that there is insufficient off-street parking for their vehicle as defined in Subsection A of this section, the property owner shall obtain an application from the Borough of Glassboro Zoning Official during regular business hours. Applications can also be obtained from the Borough of Glassboro website or Police Department after the municipal offices close for that business day.

(b) 
Said application shall be made on the form as approved by the Borough of Glassboro Council and shall be submitted to the Borough of Glassboro Zoning Official accompanied by the following:
[1] 
Evidence of insurance which is current and paid to date for the motor vehicle for which a permit is sought.
[2] 
A current, valid motor vehicle registration issued for the motor vehicle for which the permit is sought.
[3] 
The resident's current driver's license.

[4] 
Such other evidence as is requested by the Borough of Glassboro Zoning Official that is reasonably necessary to show that the applicant has a valid driver's license, is a resident of the Borough of Glassboro and of the premises which is the subject of the application, and the vehicle for which the permit is sought is insured and legally registered and that a hardship exists requiring the necessity for the issuance of said permit.

(2) 
Permit approval. The Borough of Glassboro Zoning Official shall conduct an investigation and approve the issuance of said permit if the Zoning Official is satisfied that:
(a) 
The applicant cannot provide additional off-street parking that complies with all applicable provisions of the Glassboro Land Use Regulations.[1]

(b) 
There is insufficient off-street parking as defined in Subsection A of this section.
(c) 
There is no other legal off-street parking space at the premises which is available for the applicant's use.
(d) 
There is not presently existing one or more valid permits for other residents of the property.
(e) 
No resident shall receive a permit to park a passenger car on the street in order to make room on-site for commercial vehicles or trucks exceeding 12,000 pounds.
(f) 
Prior to final approval, the Zoning Official shall have the Borough of Glassboro Police Department verify the registration of the car in question.
(3) 
Permit issuance.

(a) 
General rule:
[1] 
The Borough of Glassboro Zoning Official shall complete his investigation as soon as possible and not later than seven days from the receipt of an application. If the applicant qualifies for a permit, the Zoning Official shall immediately issue a valid permit. Only one parking permit per each qualifying household unit shall be issued.
[2] 
The Police Department shall have the authority to issue temporary permission to said applicant to park on the street overnight pending the completion of said investigation. Such permission shall not be unreasonably withheld.
(b) 
Exception to general rule of only one parking permit:
[1] 
Street locations. Any applicant living on the following streets shall be entitled to up to two parking permits per each qualifying household unit:
[a] 
Stoneshire Drive.
[b] 
Devonshire Drive.
[c] 
Canterbury Court.
[d] 
Andrew Court.
[e] 
Redwood Court.
[f] 
James Court.
(4) 
Permit display. The permit issued shall be affixed to the vehicle by the Borough of Glassboro Zoning Official, and it shall be displayed and visible at all times on the rear window on the driver's side of the motor vehicle for which the permit is issued.
(5) 
Permit duration and renewals. The initial application fee for each permit shall be $25. All parking permits will be in force for a duration of one year and will expire on December 31 of the year displayed on the permit. New residents may register at any time during the year for the remainder of the calendar year. All permit holders seeking renewal of their permit shall be eligible to make a new application for overnight parking between November 1 and December 31 of the year of the expiration. The annual permit renewal fee shall be $10 for a standard renewal (i.e., without an on-site inspection) or $25 if there is a significant change in the property location or vehicle designation which would require an additional on-site inspection by the Glassboro Zoning Official. At the time of reregistration, the household may designate a different passenger car from the passenger car having the permit the previous year. The Borough of Glassboro Zoning Official will investigate all permit renewals. If, at any time, a portion of the driveway or garage or other legal off-street parking area becomes available to a resident who has been granted a permit, that permit shall become null and void and will not be eligible for renewal.

(6) 
Permit denial and review. If the Borough of Glassboro Zoning Official's investigation report recommends the denial of the application, said applicant may appeal in writing to the Borough of Glassboro Parking Committee. The Police Department shall have authority to issue temporary permission to said applicant to park on the street overnight pending completion of the Parking Committee review.
(a) 
The Parking Committee shall review the applications forwarded to it by the Zoning Official and render its decision within 14 days of its receiving the application for review.
(b) 
The Parking Committee shall conduct its review in any of the following ways:
[1] 
Personal investigation of the property and neighborhood of the resident so as to be familiar with the physical conditions of the property where the resident resides.
[2] 
A personal interview with the applicant or review of any written materials, drawings, photographs, surveys, etc., made available to it by the applicant.
(c) 
All decisions recommending the denial of the issuance of a permit by the Zoning Official or Parking Committee shall be mailed by ordinary mail to the applicant and the applicant may be notified by telephone within 48 hours of the decision.
(7) 
Permit parking conditions. A motor vehicle with a valid permit affixed to the rear window on the driver side of the motor vehicle shall be allowed to park on the street where the owner and/or operator of said vehicle lives and in the immediate area in front of the owner's and/or operator's residence between the hours of 2:00 a.m. and 6:00 a.m. Parking on any other street or areas in the Borough of Glassboro shall be prohibited.
(8) 
Continuing parking prohibited. The provisions of this section notwithstanding, no motor vehicle shall be permitted to be parked on any public street for more than 24 continuous hours, except where said motor vehicle displays a valid parking permit and is parked in front of the residence of the person to whom said permit is issued.
(9) 
Inclement weather.

(a) 
No vehicle, including those with a valid parking permit, shall be permitted to park on any street in the Borough of Glassboro until 12 hours after the end of any snow storm.
(b) 
This provision is implemented to facilitate the removal of snow from Borough streets.
(10) 
Temporary overnight parking. The Borough of Glassboro Police Department shall have the authority to permit temporary overnight parking for visitors or guests of residents or if a vehicle is temporarily disabled. Said permission may be granted upon a written or oral request to the Police Department by a resident of the Borough of Glassboro of the operator of the motor vehicle that is to be parked on the street. Said permission shall be for one night unless specifically authorized by the Police Department for a greater period of time.
(11) 
Violations and penalties. Any person obtaining a permit under false pretense or uses said permit for other than residential purposes or who transfers said permit to another for use thereof shall be guilty of violating this section, and the penalty for violation of this section shall be a fine not exceeding $500 or imprisonment for a period of 30 days and revocation of the parking permit.

Reserved parking. All vehicles that are granted specialty parking in this section such as police vehicles, ambulances, teachers, etc., must be properly identified and the reserved parking spaces must be shown on the attached site plan.

A. 
Unlawful to park. It shall be unlawful to park any motor vehicles, commercial vehicles or recreational vehicles on property:
(1) 
Other than an area designated as a driveway or parking area.
(2) 
Other than an approved area for parking as required for rental properties in Chapter 379.
(3) 
Other than an area which has been approved by the Borough of Glassboro through its Zoning Board and/or Planning Board by official action of said body which is consistent with the Master Plan and Land Use Ordinances of the Borough of Glassboro.

Enforcement. The Zoning Officer or his designee, the Glassboro Housing Officer or his designee, or any member of the Police Department shall be authorized to enforce this section and to issue violations.

Violations. For a violation of this section, the offender shall be liable for a penalty of $57 for each offense.

Parking prohibited.

No person shall park any car/vehicle/truck/van on the streets identified in Subsection A above at any time unless said car/vehicle/truck/van has displayed thereon a parking permit decal.

Exception.
(a) 
Any cars or vehicles making local deliveries or used for any temporary construction purposes are permitted to park on said streets.
(b) 
The parking restrictions contained herein shall not apply on holiday weekends (i.e., Friday, Saturday, and Sunday).
(4) 
This section is effective from Labor Day to Memorial Day of each year.
C. 
Resident parking permits.
(1) 
Residences located within Subsection A above shall be permitted to obtain parking permits for each car/vehicle/truck/van housed at the residence that would exceed the maximum allotment of vehicles that can be legally parked in the driveway of said residence.
(2) 
Property owners must provide a driveway plan upon applying for a parking permit which contains actual measurements of the driveway.
(3) 
Parking permits are transferable between the residents of said property and shall be hung from the rearview mirror when parked.
(4) 
Permits for owner-occupied dwellings do not expire. Permits for rental properties are valid for a one-year period, from July 31 to July 1, and will vary in color each year.
(5) 
Initial and/or yearly permits are free of charge. The replacement fee for lost or stolen permits is $30, payable to the Borough of Glassboro.
D. 
Guest parking permits.
(1) 
Each residence within the areas identified within Subsection A above is permitted three guest parking permits which are transferable; however, they are specifically designated for said residence, and shall be hung from the vehicle's rearview mirror.
(2) 
Initial guest permits are free of charge. The replacement fee for lost or stolen permits is $30, payable to the Borough of Glassboro.
E. 
Temporary permits. Emergency and/or temporary permits will be issued at the discretion of the issuing authority.
F. 
Restrictions.
(1) 
Vehicles parked within Subsection A that have permits shall park on the unit block identified on the permit, as close to the specific residence as possible.
(2) 
Blocking of driveways and fire hydrants is not permitted.
G. 
Proof of residency. Any person applying for a permit must provide proof of residency or ownership within the area identified within Subsection A above as well as vehicle registration.
H. 
Issuing authority. A permit may be obtained from the Code Enforcement Office.
I. 
Enforcement. This section shall be enforced by the Police Department and/or other municipal officials of the Borough of Glassboro.
J. 
Penalties.
(1) 
Any person obtaining a parking permit under false pretense or who uses such permit for other than residential purposes or who transfers such permit to another for use thereof shall be guilty of violating this article.
(2) 
Any person who violates any provision of this section shall, upon conviction thereof, be punished by a fine not exceeding $500 or by imprisonment for a period of not exceeding 90 days, or by both such fine and imprisonment.
K. 
Exceptions. Any one-day exceptions may be requested of the Police Department and are the discretion of the officer in charge.

A. 
Title. This section shall be entitled "Prohibiting the Parking of Commercial Vehicles and/or Tractor and/or Trailers on the Glassboro Sports Complex/Owens Field Municipal Parking Lot located off of Sewell Street."
B. 
Prohibited parking. No person shall park a commercial vehicle and/or tractor and/or trailer at any time on the Glassboro Sports Complex/Owens Field Municipal Parking Lot located off of Sewell Street.
C. 
Penalties. Unless another penalty is expressly provided by New Jersey statutes, every person convicted of a violation of this section shall be liable for a penalty not to exceed $1,000 or imprisonment for a term not exceeding 90 days, or both.

A. 
Installation.
(1) 
The Borough of Glassboro hereby determines to install and utilize a traffic control signal monitoring system ("system") at various intersections within the Borough of Glassboro as approved by the Commissioner of Transportation pursuant to the Act.[1]

(2) 
The system to be installed shall be approved by the governing body by resolution.
(3) 
The Borough of Glassboro shall have the authority to enter into a contract, following a lawful procurement process, for the installation of the system. Any contract that shall contain provisions contrary to the Act shall not be deemed invalid but rather reformed to conform to the Act.
(4) 
The signs notifying drivers that a system is being utilized shall be approved by the municipal engineer, and shall be placed on each street converging into the affected intersection as required by the Act.
(5) 
The Municipal Engineer shall inspect and certify the system at least once every six months from the date of its installation.
B. 
Issuance of a summons. The Police Department of the Borough of Glassboro shall review the recorded images produced by the system to determine whether sufficient evidence exists demonstrating that a traffic control signal violation has occurred and shall issue a summons when appropriate in accordance with the rules of the court.
C. 
Use of recorded images.
(1) 
Except as otherwise provided in this section, the recorded images produced by the system shall be available for the exclusive use of the Police Department for the purpose of discharging his or her duties under P.L. 2007, c. 384.[2]

(2) 
Any recorded image or information produced in connection with the system shall not be deemed a public record under N.J.S.A. 47:1A-l et seq. or common law. The recorded images shall not be:
(a) 
Discoverable as a public record by any person, entity, or governmental agency, except upon a subpoena issued by a grand jury or a court order in a criminal matter; or
(b) 
Offered as evidence in any civil or administrative proceeding not directly related to a traffic control signal violation.
(3) 
Any recorded image or information collected in connection with a traffic control signal violation shall not be retained after 60 days following the collection of any fine or penalty.
(4) 
If a summons is not issued within 40 business days following the traffic control signal violation, all recorded images and any information collected with respect to the traffic control signal violation shall be removed by the Police Department within two business days.
(5) 
The Borough of Glassboro shall certify compliance of this section by filing a report to the Commissioner of Transportation in accordance with the Act.[3]

D. 
Owner's liability. The liability of the owner and operator of a motor vehicle for a traffic control signal violation summons pursuant to the System shall be joint subject to provisions of the Act.[4]

Fines. Any person liable for a traffic control signal violation, pursuant to the section and the Act,[5] utilizing the system shall be subject to the following fines:

The following regulations shall apply to the parking spaces located on the Whitney Center:
A. 
Parking. All vehicles must park in designated areas and between the lines provided.
B. 
Two-hour parking. Parking is limited to two hours per space.
C. 
Reserved parking. All vehicles that are granted specialty parking in this section, such as police vehicles, ambulances, Rowan University staff, etc., must be properly identified.
D. 
Tow-away. Any vehicle parked or standing so as to obstruct or impede a normal flow of traffic or block entrances or exitways, loading zones, oil fills or any grassy area or pedestrian walkway, or present in any way a safety or traffic hazard, may be removed by towing the vehicle at the owner's or operator's expense.
E. 
Signs. All signing shall conform to the current Manual on Uniform Traffic Control Devices.
F. 
Violations and penalties. Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of this section or any supplement thereto shall be liable to a penalty of not more than $500 or imprisonment for a term not exceeding 15 days, or both.
G. 
All existing loading zones shall be reduced to 20 feet by 10 feet with a fifteen-minute parking time limit.

Permit display. The parking permit shall be displayed and visible at all times on the rearview mirror of the vehicle.
D. 
Enforcement. This section shall be enforced by the Police Department and/or other municipal officials of the Borough of Glassboro.
E. 
Penalties. Any person who violates any provision of this section shall, upon conviction thereof, be punished by a fine not exceeding $1,000 or by imprisonment for a term not exceeding 90 days, or both.

An exempt hour restriction, allowing parking for longer than the established two-hour parking time limit in the Municipal Building Parking Lot, is hereby established and applicable on Thursdays when the Borough of Glassboro Municipal Court is in session. The exempt hour restriction may apply to other days when a special session of the Municipal Court is in session.
C. 
There is hereby established a parking by permit to park any car/vehicle/pickup truck/standard van in the Municipal Building Parking Lot between the hours of 7:00 a.m. to 7:00 p.m., Monday through Friday.

A. 
Title. This section shall be entitled "Paid parking zones."
B. 
Definitions. The following words and phrases, which are not defined in Subtitle 1 of Title 39 of the New Jersey Statutes Annotated, shall have the meanings respectively ascribed to them in this subsection for purposes of this section:
MOBILE PARKING APPLICATION
Any application to include text-to-park that allows a person to pay for parking via mobile device in a paid parking zone.
PAID PARKING SPACE
Any space within a paid parking zone which is duly designated for the parking of a single vehicle by lines painted or otherwise durably marked on the curb or on the surface of the street or paid parking lot.
PAID PARKING ZONE
Any restricted on-street parking area or off-street parking lot upon which has paid parking in operation.
PARKING KIOSKS
Any mechanical device that is not inconsistent with this section placed or erected for the regulation of parking by authority of this section. Each parking kiosk installed shall indicate by proper legend the legal parking time established by the Borough Council.
PARKING PERMIT
Any parking space within a paid parking zone which is duly designated as a permit/monthly parking space by the Borough Council for the parking of a single vehicle by lines painted or otherwise durably marked on the curb or on the surface of the street or paid parking lot.
C. 
Designation of parking spaces. The Borough Council is hereby directed and authorized to provide individual parking spaces in the paid parking zones designated and described in the attached schedule,[1] said parking spaces to be designated by lines painted. At each parking space so marked off, it shall be unlawful to park any vehicle in such a way that said vehicle shall not be entirely within the limits of the parking space so designated.

D. 
Installation of parking kiosks. In said paid parking zones, the Borough Council shall install parking kiosks upon the curb, sidewalk or area adjacent to the parking spaces provided in the attached schedule of this section.[2] No parking kiosks shall be installed in areas where parking is prohibited pursuant to the provisions of N.J.S.A. 39:4-138. The Borough and/or its parking management operator shall be responsible for the regulation, control, operation, maintenance and use of such parking kiosks.

E. 
Operation of parking kiosks. Except in a period of emergency determined by an officer of the Fire or Police Department, or in compliance with the directions of a police officer or traffic control sign or signal, when any vehicle shall be parked in any paid parking zone, the operator of such vehicle shall, upon entering the said paid parking space, immediately cause to be deposited such proper funds as required for such parking in designated kiosks or mobile application. If said vehicle shall remain parked in any such parking space beyond the parking time limit set for such parking space, then and in that event such vehicle shall be considered as parking overtime and beyond the period of legal parking time, and such parking shall be deemed a violation of this section.
F. 
Violations. It shall be unlawful and a violation of the provisions of this section for any person to:
(1) 
Cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked overtime or beyond the period of legal parking time established for any paid parking zone as herein described, or to deposit funds in any parking kiosks or mobile application for the purpose of parking beyond the maximum legal parking time for the particular paid parking zone.
(2) 
Park any vehicle across any line or marking of a parking space or in such position that the vehicle shall not be entirely within the area designated by such lines or markings.
(3) 
Deface, injure, tamper with, open or willfully break, destroy, or impair the usefulness of any parking kiosks or signage installed under the provisions of this section.
(4) 
Park or permit the parking of any vehicle in any paid parking space where the kiosks or mobile application does not register lawful parking.
(5) 
In the event either the kiosks and/or mobile application is not operational, then the person parking in the paid parking space must utilize one of the other payment options.
G. 
Reports of violations; citations; penalties.
(1) 
It shall be the duty of the police officers, code enforcement officers and/or parking enforcement officers (hereinafter referred to as "enforcement officers") to verify the following:
(a) 
The state license number of such vehicle.
(b) 
That such vehicle is parked in violation of any of the provisions of this chapter.
(c) 
Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
(2) 
Each officer shall attach to such vehicle a notice or ticket to the owner thereof that such vehicle has been parked in violation of a provision of this section, and instructing such owner to pay any parking fee due or to report to the Municipal Court with regard to such violation.
(3) 
Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of a provision of this section shall be liable for a penalty in the amount of $50.
H. 
Impounding of vehicles. Any vehicle left parked in a paid parking space for a period exceeding 10 hours succeeding expiration of the maximum parking time indicated during the hours of operation specified in the space in which the vehicle is parked may be towed, under the direction of the Police Department, to the designated garage or any other place designated for impoundment, subject to redemption by the owner upon payment of the reasonable cost of towing and a storage charge for each day or portion thereof during which it remains in said garage or other place, said charges to be regulated by Borough Council.
I. 
Repealer. All ordinances or parts of ordinances inconsistent with this section are hereby repealed to the extent of such inconsistencies.
J. 
Severability. Each subsection of this section is an independent subsection, and the holding of any subsection or part thereof to be unconstitutional, void or ineffective shall not be deemed to affect the validity or constitutionality of any other subsections or parts hereof.

A. 
Exemption. No municipal employees parking municipal vehicles and/or equipment upon a local street while performing work for the Borough of Glassboro shall be subject to any parking violations contained within Chapter 445, Vehicles and Traffic.
B. 
Applicability. This section shall only apply to municipal employees using and/or operating municipal vehicles and/or equipment while performing work for the Borough of Glassboro on the local streets within the Borough.
