A. 
The position of Code Enforcement Officer of the Borough of South River is hereby created and the employment of a person or persons, either part-time or full-time, under direction, to perform various types of field and office work involved in seeing that residents, business places, and citizens comply with various municipal ordinances other than the State Sanitary Code, State Uniform Construction Code, or any of the subcodes is authorized. Said individual or individuals may be required to enforce the State Uniform Fire Code as a Borough Fire Inspector (if so appointed) and do other related duties as required.
B. 
This position is responsible for the enforcement of all Borough codes and resolutions with a particular emphasis on property maintenance regulations. The incumbent may also be required to obtain and maintain a valid New Jersey State certified fire inspector license as provided by the New Jersey State Department of Community Affairs.
C. 
This individual may be required to do other related duties as requested from the Mayor and Borough Council.

The Code Enforcement Officers shall be appointed by the Mayor with the advice and consent of the Borough Council for an indefinite term and may not be removed except in accordance with the statute and such case made and provided or by majority vote of the authorizing membership of the Council.

The powers and duties of the Code Enforcement Officer shall include but are not limited to:
A. 
Conducting field inspections and special investigations to ensure compliance with various municipal ordinances.
B. 
Initiate and enforce rules and regulations in relation to enforcement of various municipal ordinances.
C. 
Initiate necessary legal action against violators of various municipal ordinances.
D. 
Prepare needed reports.
E. 
Establish and maintain needed records and files.
F. 
May assist in promulgation of municipal ordinances.
G. 
Attend meetings at municipal agencies as requested.
H. 
Appear and testify in a Municipal Court or other appropriate board or agencies to obtain compliance with all laws and ordinances.
I. 
Submit monthly reports of inspections made including names and addresses of owners, occupants, or lessees of premises, dates of inspections, code violations found, if any, notice of violations served, complaints filed with courts or agencies and dates if compliance or disposition of cases.
J. 
Coordinate inspections of occupancies requiring joint inspection with other public agencies such as the Health Department, Building Department, Police department and other appropriate bodies and agencies.
K. 
Prepare periodic reports of inspections and investigations.
L. 
Establish and maintain a complete and comprehensive record system of inspections.
M. 
Inspect the interior and exterior of premises for safety hazards or unsightly or unsanitary conditions such as loose and overhanging objects, accumulation of ice, excavations, projections, obstructions and so forth.
N. 
Inspect exterior porches, elevated patios, landings, balconies, stairs and fire escapes to see that they are in good condition.
O. 
Inspect the exterior of structures to see that they are maintained in good repair and that they are free of broken glass, loose shingles, peeling paint or crumbling stone, brick or cement.
P. 
Inspect signs in response of complaints of alleged violation of local Zoning Code (Chapter 350).
Q. 
Conduct inspections of such sites and write initial complaint and may refer matters to the Zoning Officer.
R. 
Advises owner or other person of violations to the Zoning Code (Chapter 350).
S. 
Receive complaints and inspect business premises for display of proper license, check license to see if it is valid and if no license is displayed or license validation has expired, issue a written notice of violations.
T. 
In response to complaints, inspect sites for garbage, refuse, and/or debris having accumulated and order that matter be abated or issue notice of violation of local code pertaining to same.
U. 
Will be required to learn and utilize various types of electronic and/or manual recording or computerized information systems used by the agency, office or related units.

The Code enforcement Officer shall have the following knowledge, abilities and skills including but not limited to:
A. 
Knowledge of provisions of the municipal rules, regulations, policies, procedures and ordinances.
B. 
Knowledge of problems involved in organizing work and developing effective work methods both in the field and in the office.
C. 
Knowledge of procedures to be followed and precautions to be taken on observing and collecting facts which are significant in determining whether laws are being observed.
D. 
Knowledge of inspection techniques and the writing of reports that substantiate findings and serve as a basis for legal proceedings.
E. 
Ability to analyze, comprehend and interpret municipal rules, regulations, policies, procedures and ordinances and apply them to specific cases.
F. 
Ability to note significant conditions and to take proper action when action is called for in accordance with prescribed procedures.
G. 
Ability to make accurate observations and record conditions and abstract and note those things, which are significant.
H. 
Ability to make necessary inspections and investigations without giving unnecessary violations.
I. 
Ability to take and maintain a firm, correct stand when controversial matters are considered.
J. 
Ability to prepare clear, sound, accurate and informative reports containing findings, conclusions and recommendations.
K. 
Ability to establish and maintain needed records and files.
L. 
Ability to make evaluative judgments based upon the application of statutory regulatory provisions.
M. 
Ability to learn to utilize various types of electronic and/or manual recordings and information systems used by the agency, office or related units.
N. 
Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

The Code Enforcement Officer shall have the following education, experience and training:
A. 
One year of experience in conducting inspections or investigations to detect violations of and assure compliance with laws, rules and regulations.
B. 
Possess a driver's license valid in New Jersey only if the operation of the vehicle rather than employee mobility is necessary to perform essential duties of the position.
C. 
Knowledge of personal computer and peripheral equipment, typewriter, calculator, Word, Excel, Access, Power Point and Web-based applications.

Attire shall be business professional. Attire must be suitable for the position in order to maintain the professional image of the Code Enforcement Department (no jeans, shorts, T-shirts).

The Code Enforcement Officer shall receive as compensation for services an annual salary, which shall be fixed in accordance with the provisions of the ordinances governing the salaries.
