It is hereby created within the Department of Finance the positions of Deputy Director of Finance for Operations and Deputy Director of Finance for Accounting.
Deputy Director of Finance for Operations and the Deputy Director of Finance for Accounting shall be appointed by the Mayor with the advice and consent of the Borough Council of the Borough of South River and shall serve at the will of the governing body.
The qualifications for the Deputy Director of Finance for Operations shall be as follows:
A. 
Graduation from an accredited college with a bachelor's degree in accounting, budgeting, finance, economics or public or business administrator or other related field or five years' experience in bookkeeping and/or accounting.
B. 
Sufficient supervisory experience in functional areas of financial management, such as accounting, banking, management, budgeting, auditing or financial/fiscal analysis.
C. 
Possession of a current, valid certificate as municipal finance officer issued by the New Jersey Department of Community Affairs, Division of Local Government Services, or the ability to obtain the same within legally acceptable time limits.
D. 
Knowledge of the laws, rules and regulations governing the installation, operation and keeping of accounts and the application to specific situations.
E. 
Knowledge of the preparation of involved and detailed accounting and other financial reports containing findings, conclusions and recommendations.
F. 
Knowledge of modern governmental budgeting problems, practices and methods and their applications to specific situations.
G. 
Ability to utilize principles, methods, techniques and systems of financial management along with the ability to plan, direct and coordinate difficult and complex financial programs.
H. 
Ability to assist in developing, applying and adjusting financial plans and policies to obtain objectives.
I. 
Ability to establish and maintain effective working relationships with all levels of management and to apply sound, independent judgment in the solution of financial problems and in the administration of financial programs.
J. 
Ability to analyze complex financial problems and to make oral and written presentations in a clear concise manner.
K. 
Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
The qualifications for the Deputy Director of Finance for Accounting shall be as follows:
A. 
Graduation from an accredited college with a bachelor's degree included or supplemented by 21 hour credits in professional accounting or five years of equivalent experience in bookkeeping/accounting fields.
B. 
Possession of a current, valid certificate as municipal finance officer issued by the New Jersey Department of Community Affairs, Division of Local Government Services, or certification as a certified public accountant, registered municipal auditor or the ability to obtain the same within legally acceptable time limits.
C. 
Knowledge of the principles, methods and procedures using modem accounting and auditing.
D. 
Knowledge of the laws, rules and regulations governing the installation, operation and keeping of accounts and the applications to specific situations.
E. 
Knowledge of the preparation of involved and detailed accounting and other financial reports containing findings, conclusions and recommendations.
F. 
Knowledge of computerized accounting systems.
G. 
Ability to analyze complex accounting problems.
H. 
Ability to design, install and operate a large-scale accounting program.
I. 
Ability to give suitable assignments and instructions and oversee the same.
J. 
Ability to prepare suitable reports and to direct the establishment and maintenance of extensive accounting and related records and files.
K. 
Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
The position of Deputy Director of Finance for Operations and Deputy Director of Finance for Accounting shall be either full-time or part-time positions as required by the governing body, and compensation for the same shall be determined and fixed by the salary ordinances of the Borough of South River.
The Deputy Director of Finance for Operations shall report to the Chief Financial Officer and shall be responsible for the following:
A. 
Analyze budget requests.
B. 
Determine the amount of money involved in proposed salary changes.
C. 
Reviews all requisitions for appropriateness of expenditure or funds and do follow-up on all questioned vouchers and requisitions.
D. 
Authorize disbursement of funds.
E. 
Assure adherence to contractual obligations.
F. 
Assign and supervise the work of subordinates.
G. 
Compile difficult and other statements and reports using basic data.
H. 
Conduct periodic studies to determine the effectiveness of current financial control methods.
I. 
Administratively collect and review Borough-wide salary reports from Department Directors and direct the execution and disbursement of the payroll.
J. 
Oversee and issue reports regarding personnel and payroll matters.
K. 
Direct all activities pertaining to disbursement and collection of funds and the installation of the uniform system of accounting and operating procedures.
L. 
Recommend the revision of or establishment of new operational procedures.
M. 
Make difficult inspections of the varied financial transactions and records to insure that regulations and accounting procedures are observed.
N. 
Supervise the operations of the billing and collection functions of the municipal utilities, produce work orders and conduct investigations as necessary.
O. 
Supervise the maintenance of essential accounting records and files.
P. 
Manage the work operations and/or functional programs and the responsibility for employee evaluation for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
Q. 
Be required to learn to utilize various types of electronic and/or manual recording information systems used by agency, office or related units.
R. 
Handle correspondence pertaining to the Treasurer's Office.
S. 
Prepare suitable reports containing findings, conclusions, and recommendations and answers inquiries of a technical nature.
T. 
Direct the establishment, maintenance of extensive bookkeeping and other needed records and files.
U. 
Prove out ledgers and bank statements on a monthly basis or as often as required by the governing body of the Borough of South River.
The Deputy Director of Finance for Accounting shall report to the Chief Financial Officer and shall be responsible for the following items:
A.

Political activity shall be controlled by Article X of Chapter 68, Personnel Regulations.
