A.
Determination of fitness.
(1)
Vacancies shall be filled by utilizing promotional
examinations on a competitive basis. Examinations may be written,
oral or performance or a combination thereof. Such types of examinations
shall be designed to assist the governing body in arriving at its
decision in promoting Borough employees. Employees shall have the
right to see their examination grade and also the right, in the case
of written objective examinations, to see the test papers.

If written examinations, oral examinations or interviews,
time in grade and/or service, performance ratings or similar criteria
or any combination of the foregoing are utilized to determine the
three eligible candidates, then the governing body shall determine
the weight to be accorded to each such factor before any state of
the examination process is commenced.
B.
Where the governing body finds that no employee is
qualified for promotion to the vacancy, the governing body may order
a competitive examination open to candidates outside the Borough's
employ. In any case, promotions shall give appropriate consideration
to the applicant's qualifications, record of past performance and
the length and quality of his service.
C.
If two or three vacancies arise in the same position
or rank simultaneously or within six months of each other measured
from the dates of discharge, termination of employment, resignation
or retirement, then no further testing shall be conducted and the
additional vacancy or vacancies shall be filled by the governing body
from the three candidates who attain the highest examination scores.
Selection shall be made from the top three candidates as a result
of such examination process as soon thereafter as practicable after
completion of the examination process.
