The position of the Director of the Department of Public Works of the Borough of South River is hereby created, and the employment of a person professionally trained and educated and who shall qualify by such requirements as set forth herein in order to fill such position is hereby authorized. In the event that the Director is employed full-time, the Director shall devote full-time to the interests of the Borough and shall not hold any other employment. In the event that the Director is employed part-time, the hours of employment shall be as set forth in the Director's employment contract.

There shall be a Director of the Department of Public Works who shall be appointed by the Mayor with the advice and consent of the Borough Council for an indefinite term and who may not be removed except in accordance with the statute in such case made and provided or by a majority vote of the authorized membership of the Council. The resolution of removal shall become effective three months after its adoption by the Council. The Council may provide that the resolution shall have immediate effect; provided, however, that the Council shall cause to be paid to the Director forthwith any unpaid balance of his salary for the next three calendar months following adoption of the resolution.

In accordance with N.J.S.A. 40A:9-154.6, any person holding the position of Director of Public Works who has held that position continuously for a period of five years or more, shall continue to hold the office, position or employment, not withstanding he is serving for a fixed term, during good behavior and efficiency and shall not be removed therefrom for political or other reasons except for good cause, upon written charges filed with the Municipal Clerk and after a public, fair and impartial hearing, except at any such person holding that position may be retired when he or she shall have attained 70 years of age.

The Director of the Department of Public Works shall:
A. 
Set up and maintain adequate inventory and control thereof of all materials and supplies needed for the maintenance and repair of all public works under his supervision.
B. 
Submit to the Chairman of the appropriate Council committee a monthly report of all work performed and services furnished, as well as inspections made during the previous month.
C. 
Submit to the appropriate Council committee his recommendations for budget appropriations for the ensuing year.
D. 
Recommend for approval the expenditure of all funds by voucher chargeable against the public works budget.
E. 
Inspect or be responsible for the inspection of all sewer lines, waterlines and electric facilities in the Borough, either individually or in conjunction with other designated officials.
F. 
Receive all complaints from Borough residents and taxpayers relating to the operations under his jurisdiction, investigate the same, take appropriate action and report the results to the Chairman of the Public Works Committee.
G. 
Attend Council meetings and meetings of Council committees when required.
H. 
Supervise the operation, maintenance and repair of any Borough-owned equipment used in the performance of the work assigned to him.
I. 
Set up, keep and maintain all the necessary books, records, filed notes, maps, surveys and similar records necessary to perform the duties of his office, and turn over all such records to his successor or the Chairman of the Committee upon the termination of his employment with the Borough.
J. 
Recommend to the appropriate committee Chairman the need for any repairs and replacements to the Borough-owned equipment, structures, buildings or grounds.
K. 
Supervise the performance of the work of any personnel assigned to his jurisdiction.
L. 
Take charge of and be responsible for the construction, development, expansion, operation, maintenance and improvement of all streets, roads, curbs, sidewalks and parks, the cutting of brush, mowing of grass and the removal of snow, the electrical distribution system, sanitary sewer system, storm sewer system, water distribution system and the care of other public works in the Borough, including Borough-owned buildings, subject to the orders and directions of the Council.
M. 
Prepare and supervise the work schedules of the various municipal employees under the control and jurisdiction of the Department of Public Works and assign said personnel where the Director deems necessary.

A. 
The Director of the Department of Public Works shall be chosen on the basis of his/her qualifications and ability and shall be required to have:
(1) 
A bachelor's degree in electrical engineering from an approved college or university;
(2) 
A bachelor's degree in engineering from an approved college or university;
(3) 
At least five years' work experience and/or education within the field of public works; or
(4) 
Held the position of Director of Public Works in any other New Jersey Municipality for a period of at least five years.
B. 
If the individual qualifies under Subsection A(3) or (4) above, said individual shall also be required to have taken and successfully completed the appropriate college courses in order to obtain the designation of Certified Public Works Manager from an approved university or college.
C. 
The Director shall receive as compensation for his services an annual salary which shall be fixed in accordance with the provisions of the ordinance governing salaries.[1]

A. 
The Director of the Department of Public Works shall report to the Mayor and Council administratively, unless the Borough of South River employs a Business Administrator, in which case the Director shall report to said Business Administrator.
B. 
Political activity shall be controlled by Article X of Chapter 68, Personnel Regulations.[1]

A. 
Duties. The duties of the Secretary shall be as follows:
(1) 
Typing; filing; use of the microcomputer, word processor and various reproductive equipment.
(2) 
Routing of telephone and communication matters.
(3) 
Scheduling appointments and handling all visitors.
(4) 
Assisting in preparation of reports, inventory lists and other documents.
B. 
Experience. The Secretary shall have a high school diploma and three years' secretarial experience.
