Off-duty police officer compensation and fees:
A. 
Regular police officers at an hourly rate of $70, or the specific officer's overtime rate, whichever is greater, per hour for a four-hour minimum.
B. 
Special police officers at an hourly rate of $32 per hour for a four-hour minimum.
C. 
Minimum hours of work defined:
(1) 
If an off-duty assignment is less than four hours, the assigned officer will be compensated for four hours.
(2) 
If an off-duty assignment is in excess of four hours but less than eight hours, the officer will be compensated for eight hours.
(3) 
If an off-duty assignment is in excess of eight hours but less than 12 hours, the officer will be compensated for 12 hours.
D. 
An administrative fee of 6% of the total wages paid to cover administrative costs, overhead and out-of-pocket expenses of the Borough of South River.
E. 
Fee for police vehicle and fuel: $100 per vehicle for one to four hours or any part thereof; $12 per hour or any part thereof for each hour beyond the first four hours in any twenty-four-hour period.
F. 
Vehicle barricades: $5 per hour for each barricade.

The fee for a construction permit shall be the sum of the subcode fees below and shall be paid before the permit is issued.
A. 
Building subcode fees.
(1) 
For new construction and additions, the fees shall be calculated as follows:
(a) 
For all zoning districts in the Borough of South River: $0.050 per cubic foot.
(b) 
There will be a minimum fee of $250 for new construction permits or for additions.
(c) 
Engineering review fee.

There shall be an engineering review fee of $250 for a plat or plan required under § 350-25 where no escrow is otherwise required.

There shall be a fee of $125 for any such plat or plan requiring resubmission.

For renovations, alterations and repairs, the fees shall be based on the estimated cost of construction and shall be based on $25 per $1,000. Fees shall be rounded to the nearest dollar amounts.

The Borough of South River shall enforce the requirements of N.J.S.A. 45:5A-1 et seq., otherwise known as the "Electrical Contractors Licensing Act of 1962," including any and all amendments as enacted.

The Construction Official shall, with the advice of the subcode officials, prepare and submit to the Borough Council, biannually, a report recommending a fee schedule based on the operating expenses of the agency and any other expenses of the municipality fairly attributable to the enforcement of the State Uniform Construction Code Act.

In order to provide for the training, certification and technical support systems required by the Uniform Construction Code Act and the regulations, the enforcing agency shall collect, in addition to the fees specified above, a surcharge fee of $0.0014 per cubic foot of volume of new construction. Such surcharge fee shall be remitted to the Bureau of Housing Inspection, Department of Community Affairs, on a quarterly basis for the fiscal quarters ending September 30, December 31, March 31 and June 30 and not later than one month succeeding the end of the quarter for which it is due. In the fiscal year in which the regulations first became effective, such fee shall be collected and remitted for the third and fourth quarters only. The enforcing agency shall report annually, at the end of each fiscal year, to the Bureau of Housing Inspection and not later than July 31 the total amount of the surcharge fee collection in the fiscal year. In the fiscal year in which the regulations first became effective, such report shall be for the third and fourth quarters only.

The following fire limits are established pursuant to N.J.A.C. 5:23 to be established by July 1, 1977.

A. 
For inspections made after 4:00 p.m. on normal business days, weekends and legal holidays: $250 for inspections up to four hours.
B. 
The fees set forth in this subsection shall be in addition to regular fees set forth in this chapter.
C. 
For any reinspection of any discipline (i.e., plumbing, building, fire or electric) where violations cited previously have not been abated and this is the third visit to the premises, there shall be imposed a penalty, as required by administrative law at N.J.A.C. 5:23-2.18, equal to the original fee charged on residential structures and a flat fee of $75 for any other structure.

A. 
Purpose.
(1) 
The State of New Jersey Uniform Construction Code, N.J.S.A. 52:27D-126e, permits the governing body of any municipality to provide by ordinance that no person shall be charged a construction permit surcharge fee or enforcing agency fee for any construction, reconstruction, alteration or improvement designed and undertaken solely to promote accessibility by disabled persons to an existing public or private structure or any of the facilities contained therein.
(2) 
The governing body of the Borough of South River believes that the promotion of such accessibility improvements in residential buildings is for the public good.
B. 
Definitions. For the purposes of this section, the following definitions shall apply:
DISABLED PERSON
A person who has the total and permanent inability to engage in any substantial gainful activity by reason of any medically determinable physical or mental impairment, including blindness, and shall include, but not be limited to, any resident of the Borough who is disabled pursuant to the Federal Social Security Act (42 U.S.C. § 416), or the Federal Railroad Retirement Act of 1974 (45 U.S.C. § 231 et seq.), or is rated as having a sixty-percent disability, or higher, pursuant to any federal law administered by the United States Veterans' Act. For the purposes of this definition, "blindness" means central visual acuity of 20/200 or less in the better eye with the use of a correcting lens. An eye which is accompanied by a limitation in the fields of vision such that the widest diameter of the visual field subtends an angle no greater than 20° shall be considered as having a central visual acuity of 20/200 or less.
C. 
Waiver of fees. A disabled person, or a parent or sibling of a disabled person, shall not be required to pay any municipal fee or charge in order to secure a construction permit for any construction, reconstruction, alteration, or improvement which promotes accessibility to his or her own living unit.
D. 
Exclusions. This section specifically excludes accessibility improvements made to buildings or structures devoted to commercial use.

An escrow deposit of $3,500 shall be paid to the South River Electric Utility for a connection between the municipal electric utility and self-generating electrical equipment. The escrow shall be utilized for an application fee of $250, professional services of the Utility Engineer and Borough Attorney in reviewing plans submitted by an applicant as well as for preparation of an interconnection and purchase power and payment obligation agreements in addition to NETA testing costs, test result analysis by the Utility Engineer and meter programming fees. Inspection fees for such equipment and facility are set forth in § 155-10 of the Borough Code. The escrow deposit shall be deposited by the Chief Financial Officer of the Borough, or his/her designee, in an account for such purposes under the sole control of the Borough. Said escrow may be commingled with similar escrows from other applicants, but accurate accounts and records shall be kept so as to identify particular escrows and charges made against the same.

For conveying a disabled vehicle from any point in the Borough, when towed, transported and/or conveyed or removed any time of the day or night: $125. Licensed Borough wrecker operators may assess a one-time administrative yard fee in the amount of $35 to cover the handling costs of a vehicle in storage.
(2) 
Dead storage.
(a) 
For the first 15 days of dead storage, after a twenty-four-hour grace period from the time of arrival at a storage facility: $45/day for each twenty-four-hour period or fraction thereof.
(b) 
For every day of dead storage exceeding 15 days: $60/day.
(3) 
Cleanup scene of accident: $60; $25 additional for application of absorbent material.
(4) 
Standby time: $85 per hour, which time shall begin to accrue once the tow operator has been on the scene for 59 minutes without being able to begin to tow and/or commence recovery efforts. Any part of an hour after the elapsed first 59 minutes shall be counted as a full hour, and the full hourly rate of $85 shall then be charged.
(5) 
Winching fee: $100 per hour.
(6) 
The rates delineated in this section shall be exclusive of any other repair service costs provided by the tow operator, including, but not limited to, such services as repairing flat tires or installing new and/or spare parts to a disabled vehicle. A tow operator shall be permitted to charge an additional fee of $85 for such services as lockouts, tire changes and fuel deliveries. In such situations, it shall be the responsibility of the tow operator to first inform the owner and/or operator of the motor vehicle of the hourly labor rates and estimated cost for parts, materials, other services and labor prior to the performance of such repair services.
(7) 
If a motorist requests to have his or her vehicle taken to any location within the Township other than the wrecker operator's business location, the wrecker operator shall comply if the motorist has either cash or a credit card to pay for the towing charges. There shall be no additional charge for towing a vehicle to any location within the Borough of South River. If a motorist requests that his or her vehicle be taken outside the Borough but within Middlesex County and the wrecker operator is able to comply with the request, the fee shall be $6 per mile beyond the boundaries of South River regardless of the time of day. The motorist shall be responsible for negotiating the terms of a tow beyond Middlesex County. No operator shall refuse a credit card or cash as payment for services.

Fences.
(1) 
Inspection fee: $25 each inspection.
(2) 
Any inspections after the first inspection: $25 per inspection.

A. 
Article IV, Mobile Retail Food Establishments.
(1) 
Application fee for mobile van, truck, cart or other vehicle from which food and beverages are sold: $100.
(2) 
There shall be an annual fee of $50 for each permit or renewal for each mobile retail food establishment. Payment of the fee provided for in this Subsection B shall not entitle the vendor to a license required under Chapter 209 of this Code, but a separate application and a fee shall be made under Chapter 155 for a mercantile license required by this Code.
(3) 
The above annual license fees are based on administrative costs and the maximum of two inspections per year required of establishments that continue to remain in a satisfactory condition. Those establishments requiring more than two inspections per year as a result of citizen complaints which are deemed by the Borough Health Officer to be legitimate or reinspections needed to obtain compliance will be subject to a reinspection fee of $25 for each such reinspection.
(4) 
Transfer fee: $50.

A. 
Purpose. The purpose of this section is to establish policies and procedures for the collection of fees associated with the performance of marriage or civil union ceremonies by the Mayor.
B. 
Requirements.
(1) 
Required fees. Persons seeking to be married or joined in civil union by the Mayor of South River shall remit a fee of $100, to be paid by check to the Borough of South River, which shall be inclusive of an administrative fee of $25. Fees collected shall be deposited into the Borough’s current fund as miscellaneous revenue.
