The following improvements shall be installed by the applicant prior to the approval of the final plat or alternatively, he shall post a performance bond as provided in § 245-7C(3) sufficient in amount to cover the estimated full costs of such construction as determined by the Planning Board. (At the discretion of the Town Board the developer may secure the formation of a special district to install such utility and street improvements pursuant to the laws of the state.)
Monuments shall be placed at all block corners,
angle points, points of curvature in streets and points of tangency
or horizontal curves and at such intermediate points as shall be required
by the Town Engineer. The monuments shall be granite or concrete with
an iron pin in the center.
A.
Utility and street improvements shall be provided
in accordance with the following:
(1)
Public water, where required, in accordance with procedures
and standards of the Town of Tully, Onondaga County Water Authority,
Onondaga County Department of Health, and the New York State Department
of Health where necessary.
(2)
Sanitary sewer system, where required, in accordance
with the procedures and standards of the Onondaga County Public Works
Commission and New York State Department of Health where necessary.
(3)
Arterial streets: cross sections as determined by
the designated engineer of the Town. Sidewalk design and construction
methods may be specified either by the designated engineer of the
Town or the Planning Board.
(4)
Collector streets: twenty-four-foot width of driving
surface satisfactory to designated engineer of the Town.
(5)
Minor streets: eighteen-foot width of driving surface
satisfactory to designated engineer of the Town.
(6)
Cul-de-sac streets: eighteen-foot driving surface
minimum, minimum radius from center of turnaround to outside edge
of pavement 46 feet.
(7)
Marginal access streets: eighteen-foot driving surface
satisfactory to designated engineer of the Town.
(8)
Streets along development boundaries and streets connecting
development with existing improved street system: cross sections as
determined by designated engineer of the Town.
(9)
Grading and center-line gradients: per plans and profiles
approved by the designated engineer of the Town Engineer.
(10)
Storm sewer system and other drainage improvements
in accordance with procedures and standards of the Town of Tully Planning
Board, Onondaga County Public Works Department and the New York State
Department of Health, where necessary.
(11)
Streetlighting according to plans and specifications
approved by the Town of Tully Planning Board.
(12)
Street name signs at all intersections, the
design of which shall be approved by the Planning Board.
B.
For commercial, industrial and other nonresidential
subdivisions, construction standards for required improvements shall
be specified by the Planning Board after consulting with the County
Engineer, Town Engineer or Highway Superintendent.
C.
Where any subdivision lies contiguous to existing
public park lands, the developer shall, at the discretion of the Planning
Board, be required to provide screening and/or fencing of a suitable
nature to be determined by the Planning Board between such subdivision
and the parkland.
