The Town Council in conjunction with the Town Solicitor shall act as the board of review with regard to appeals dealing with the Town Building Code, said powers to be exercised and pursuant to jurisdiction as defined in Section 126.0 of the Rhode Island State Building Code, 1980 Edition.

No occupancy permit required by G.L. 1956, § 23027.3-120.0, shall be issued for a residential dwelling, unless such structure shall contain smoke detection devices of a type located and approved by the Town Fire Chief, and no structure shall be occupied as a residential dwelling unless it shall contain such smoke detection devices. The Town Fire Chief is hereby authorized and empowered to adopt and also to promulgate specifications for such devices, and said Town Fire Chief shall establish and maintain an approved list of such devices meeting such specifications.[2]

Notwithstanding anything provided by this Code to the contrary, no toilet or any other facility used for the disposal of human waste shall be constructed or erected within the Town, unless the same is a flush type toilet connected with and serviced by running water, said toilet facilities to be connected with a public sewer system, septic tank or cesspool. Provided, however, that nothing contained in this section shall be construed to be applicable to any portable toilet facility used in connection with any public works project being carried on in the Town, provided said facility has been approved by the Public Health Officer.
