The position of Communications Operator be established in the Borough of Roselle whose function would be, under direction, to receive and relay radio messages to various vehicles and concerned personnel, operate a variety of communications equipment and do related work as required.
The requirements for the position of Communications Operator are as hereinafter set forth below:
A. 
Requirements.
(1) 
License. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. An EMT certification will also be required within 12 months of appointment.
A. 
The Communications Operator should have:
(1) 
Considerable knowledge of and skill in the operation of radio and telephone equipment in a complex communications program.
(2) 
Ability to organize assigned communication work and develop appropriate work methods in accordance with established procedures.
(3) 
Ability to understand, remember and carry out oral and written instructions.
(4) 
Ability to prepare reports and statistical data accurately and quickly.
(5) 
Ability to speak clearly and in a pleasant and cooperative manner.
(6) 
Ability to use terminal computer-oriented data processing and communications equipment.
(7) 
Ability to learn the functions and operations of the New Jersey Law Enforcement Teletypewriter System.
(8) 
Ability to comprehend basic law and regulations, including the law, rules, regulations, standards, policies and procedures of the Federal Communications Commission and relate these to a police communications program.
(9) 
Ability and willingness to work rotating shifts to include weekends and holidays.
(10) 
Ability to cooperate with supervisory officers to assure that calls are sent accurately and promptly.
(11) 
Ability to maintain the confidentiality of police information received.
(12) 
Ability to prepare factual, accurate reports.
(13) 
Ability to make entries in and maintain the records of the National Crime Information Center and State Crime Information Center in current condition.
(14) 
Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of the position. Communication may include such forms as American Sign Language or Braille.
(15) 
Ability to type not less than 40 words per minute on a standard or electric typewriter.
B. 
Persons with mental or physical disabilities are eligible as long as they can perform the essential functions of the job after reasonable accommodation is made to their known limitations. If the accommodation cannot be made because it would cause the employer undue hardship, such persons may not be eligible.
Examples of work to be performed by the Communications Operator are as hereinafter set forth below:
A. 
Receives and transmits police, fire and other emergency alarms.
B. 
Receives telephone requests for police, fire and other emergency assistance and transmits same to appropriate personnel.
C. 
Dispatches workers for normal maintenance or emergency repairs to public works facilities such as water and/or sewer lines, streets and sidewalks.
D. 
Records time, location and nature of problem and relays information to workers in the area.
E. 
Transmits and receives radio messages essential to official activities.
F. 
Receives and transmits radio communications to law enforcement agencies and police patrol cars for appropriate action.
G. 
Receives fire calls, transmits fire alarms and dispatches needed personnel and fire equipment.
H. 
Utilizes data processing and computer oriented equipment in receiving and sending messages to state and out of state law enforcement agencies.
I. 
Under supervision, makes entries, inquiries, cancellations and modifications of records in the National Crime Information Center and State Crime Information Center stolen vehicle file, stolen license plate file, stolen missing gun file, stolen article file, wanted person file, stolen or embezzled or counterfeited or missing securities file and the stolen boat file for state law enforcement agencies.
J. 
Maintains a daily radio log of all incoming and outgoing communications.
K. 
Receives and answers telephone complaints from the general public and relays these messages to appropriate personnel.
L. 
Receives and records calls for ambulance service and dispatches ambulances to desired locations.
M. 
Provides information upon request in accordance with established procedures and regulations.
N. 
Assists in the training of Communication Operator trainee's.
O. 
As required, types reports, statistical data and other information.
P. 
Inspects fire alarm and circuit indicator panel to ascertain if functioning properly; records voltages of fire alarm panels.
Q. 
Maintains an assuring and calming attitude during periods of stress and emergency in order to avoid unnecessary delays by responding emergency vehicles.
R. 
Maintains the official station record and maintains the updates NCIC and SCIC records and files.
S. 
By means of communication terminal, enters and receives information from a central computer on persons arrested or suspected of criminal activities.
T. 
Manipulates a communications terminal keyboard in order to enter information regarding arrests and crimes into a computer and searches computer memory to match current information versus past records for identification purposes and to retrieve previous criminal record.
The salary for the position of Communications Operator shall be as set forth in the Salary Ordinance of the Borough of Roselle.
Candidates for the position who are Union County residents, at the time of application, in the appointing authority's discretion, may be accorded a preference over similarly qualified nonresidents.
