Henceforth, all deliveries of newspapers within the Borough of Roselle shall be made as near as possible to the front door of the premises in question.
Failure to comply with the requirement of the foregoing section shall constitute a violation of this chapter and shall subject the violator to a penalty of not less than ten dollars ($10.) nor more than one hundred dollars ($100.) for the first offense, not less than twenty-five dollars ($25.) nor more than two hundred dollars ($200.) for the second offense and not less than fifty dollars ($50.) nor more than three hundred dollars ($300.) for a third or subsequent offense.
This chapter shall be enforced by the Police Department of the Borough of Roselle.
