The City of Ventnor City hereinafter creates, by this chapter, a body corporate and politic, to be known as the Ventnor City Redevelopment Agency in accordance with the mandates of N.J.S.A. 40:55C-6.[1]

However, § 59b of L. 1992, c. 79, approved August 5, 1992, provides as follows: "A redevelopment agency or housing authority previously established under the statutes here repealed is continued, and all acts previously taken by a redevelopment agency or housing authority pursuant to those statutes are validated and continued as if they had been taken pursuant to this act. A redevelopment agency or housing authority so continued shall conform from the effective date of this act to the provisions of this act, and shall be reconstituted as necessary to conform to this act."
The governing body shall, by the creation of this chapter, have the authority to appoint five Commissioners of the Agency and the Mayor shall appoint one Commissioner of the Agency.
The Commissioners who are first appointed shall be designated to serve for the following terms:
A. 
One for a term of one year.
B. 
One for a term of two years.
C. 
One for a term of three years.
D. 
One for a term of four years.
E. 
Two for terms of five years.
F. 
One member for a period of five years under the sole appointing authority of the Mayor.
Subsequent to the initial appointments, each Commissioner shall be appointed for a term of five years, with each Commissioner under the initial appointment and subsequent appointments remaining in said position until his or her successor has been appointed and qualified. Any vacancy occurring in the office of a Commissioner, from any cause, shall be filled in the same manner as the original appointment but for the unexpired term only.
Upon the creation of the Ventnor City Redevelopment Agency, the City of Ventnor City shall, in writing, notify the Commissioner of Community Affairs of said creation. Upon said notification, the Commissioner shall, pursuant to N.J.S.A. 40:55C-6,[1] have a right to appoint one additional Commissioner to the Agency who shall hold office at the pleasure of the Commissioner of Community Affairs, in that said Commissioner may be removed from office at anytime and a new appointment made by the Commissioner of Community Affairs. Any vacancy occurring in the office of such additional Commissioner, from any cause, shall be filled in the same manner as the original appointment but for the unexpired term only.

Upon a determination by the Board of Commissioners of the City of Ventnor City by a majority vote, the Agency, as created under this chapter, can be disbanded, and any assets which may be under its control shall revert forthwith to the City of Ventnor City and be within the jurisdiction of the Board of Commissioners of the same.
