A.
The purpose of the Mixed Use Development District
is to permit commercial and/or residential uses in a well-planned
environment. Development controls are established to encourage commercial
uses along Ventnor Avenue in support of the City Commercial District
and residential uses along the residential neighborhoods formed along
east/west-bound streets if a mixed use development option is selected.
Development will be encouraged to blend in with surrounding neighborhoods
by maintaining limits on building envelope scale. Development must
maintain a unique landmark character which is complementary to the
surrounding neighborhood and reminiscent of early 20th century architecture.
A building or land shall be used only for the
following purposes:
A.
Principal uses. The following principal uses are permitted:
(1)
Professional offices shall be permitted in a
structure fronting on Ventnor Avenue. Such offices may include doctors
(but at no time shall any clinic be included), planners, architects,
engineers, surveyors, real estate, insurance brokers, stock brokerage
firms and similar governmental licensed professions and occupants.
Banks may be permitted where their primary purpose is office support
services.
(2)
Multifamily housing shall only be permitted
in any structure fronting on east/west-bound streets.
The following area and bulk requirements shall
apply:
A.
A development in this district shall require a minimum
lot size of 2.0 acres.
B.
The minimum lot width shall be 200 feet.
C.
The minimum lot depth shall be 200 feet.
E.
The front yard setback required from Winchester Avenue
and Ventnor Avenue shall be 20 feet. The front yard setback required
from New Haven Avenue and Troy Avenue shall be 20 feet.
F.
The maximum height for any structure in the zone shall
be 48 feet.
G.
The gross density or the number of dwelling units
per gross area of land shall not exceed 20 dwelling units per acre.
H.
The total floor area ratio or the sum of the area
of all floors of a building compared to the total area of the site
shall not exceed 1.0.
