No person owning or in charge of any dog shall cause or allow such dog to soil, defile, defecate on or commit any nuisance on any common thoroughfare, sidewalk, passageway, bypath, play area, park or any places where people congregate or walk, or upon any public property whatsoever, or upon any private property without the permission of the owner of said property.
Any person owning or in charge of any dog which soils, defiles, defecates on or commits any nuisance on any common thoroughfare, sidewalk, passageway, bypath, play area, park or any place where people congregate or walk, or upon any public property whatsoever, or upon any private property without the permission of the owner of said property shall immediately remove all feces deposited by any such dog by any sanitary method approved by the local health authority.
The feces removed from the aforementioned designated area shall be disposed of by the person owning or in charge of any such dog in accordance with the provisions of this article.
The provisions of this article shall not apply to blind persons who may use dogs as guides.

It shall be unlawful for any person knowingly to keep any animal which habitually barks, howls, yelps, whines or cries to the great discomfort of the peace and quiet of the neighborhood or in such manner as to materially disturb or annoy persons in the neighborhood. Such animals are hereby declared to be a public nuisance and, pursuant to N.J.SA. 40:48-1, are also declared to be a disturbing noise. Barking, howling, or the making of other loud noises by such animal continually for more than 15 minutes or intermittently for 30 minutes, unless provoked, shall be deemed to disturb the peace and to cause the annoyance and discomfort of persons in Ventnor City.

Any person owning or in charge of any dog which defiles, defecates on or commits any nuisance on any common thoroughfare, sidewalk, street, gutter, beach passageway, bypath, play area, park, public school grounds, or upon any public property whatsoever, or upon any private property without the permission of the owner of said property, shall immediately remove feces deposited by any such dog by any sanitary method approved by the Atlantic County Health Department, State Department of Health, or method acceptable to the local Code enforcement agency. Materials so removed shall be disposed of by the person owning or in charge of any such dog through a sanitary method such as through use of pooch scoops, small shovels or plastic sealable bags. All such material shall be disposed of in a sealed nonabsorbent, leakproof container. Any owner or person in charge of such dog being walked upon any common thoroughfare, sidewalk, street, gutter, beach, passageway, bypath, play area, park, public school grounds, or place where people congregate, must have in their possession their cleanup device and nonabsorbent, leakproof container.

A. 
Any person who violates this article shall be deemed contributing to the maintenance of a public nuisance and shall be subject to the penalty provisions specified in this article.
B. 
Any individual violating any of the provisions of this article shall be subject to a fine not to exceed $1,000, or sentenced to community service within the City of Ventnor with the number of hours not to exceed 20 hours per violation.
