The purpose of this article is to safeguard and protect the public health, promote the good government, order and protection of persons and property and preserve the safety and welfare of the inhabitants of this City.

Whenever the owner of a building or apartment has agreed to supply heat, he shall provide heat for such building or apartment from the first day of October in each year to the 15th day of May of the succeeding year, so that the temperature of said building or apartment where one or more persons reside shall always be kept at 68° F. or above between the hours of 6:00 a.m. and 12:00 midnight and kept at 65° F. or above from 12:00 midnight to 6:00 a.m.

Any person who violates any provision of this article shall, upon conviction thereof, be subject to the penalty provisions of Chapter 1, Article II, General Penalty. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
