It shall be unlawful to hold a public procession or parade on the Boardwalk or the highways of the City of Ventnor City unless a permit for that purpose is first obtained from the Board of Commissioners of the City.

Application for such permit shall be filed in writing with the Chief of Police at least 15 days before the day for which such permit is required.

Such application shall state the name of the organization or individuals sponsoring such parade, its purpose, proposed line of march, the date and hour at which it is proposed to start and the approximate number of persons, vehicles and apparatus that will be in line. Said application shall be accompanied by a fee in the amount set forth in Chapter 114, Fee Schedule.
Any permit granted may be revoked without notice.

Any person or persons participating in a parade for which no permit has been issued shall be guilty of a misdemeanor and, upon conviction thereof, shall be subject to imprisonment in the City or county jail for a period not exceeding 30 days or to a fine not exceeding $1,000, or both. In addition to or as a substitute for the previously mentioned fine, the imposition of community service shall be authorized as an additional penalty, which community service shall not exceed 90 days.
This chapter is hereby declared to be necessary in the interests of the public health, welfare and safety of the community.
