Whenever any words and phrases are used in Part 1 of this chapter, the meanings respectively ascribed to them in Subtitle 1 of Title 39 of the Revised Statutes of New Jersey[1] shall be deemed to apply to such words and phrases used
herein.

All ordinances or parts of ordinances in conflict with or inconsistent with the provisions of Part 1 of this chapter are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the taking effect of this chapter.

Any person who violates any provision of this article shall,
upon conviction thereof, be punished by a fine not to exceed $2,000.
A separate offense shall be deemed committed on each day during or
on which a new violation occurs or continues. The court, in its discretion,
may order the imposition of up to a maximum of 90 days of community
service in addition to or as a substitute for any fine.
