No person shall be permitted to park any vehicle on the following
described streets or portions thereof in the City of Ventnor City
for a period exceeding four hours unless such person has a valid parking
sticker:
A.
Jackson Avenue to Victoria Avenue, from the north side of Winchester
Avenue to the Boardwalk, in the City of Ventnor City, New Jersey.

Applications for parking permits under this article shall be made, in writing, to the Code Official of the City of Ventnor or his/her designee upon such forms to be prepared by the office of the Code Official upon passage of this article. All individuals who apply for a parking permit shall also be entitled to purchase up to two visitor's placards as set forth in § 217-11.

Parking permits shall be granted to the following
person or persons under the terms and conditions as hereinafter set
forth:
A.
To persons who are owner/occupants and/or residents
by way of a lease on any street, a portion thereof upon which parking
is so restricted, for every vehicle owned by such person who is a
resident/owner and/or an occupant by way of a lease. In the case of
an occupant by way of a lease, said occupant must show proof to the
satisfaction of the Code Official or his/her designee that said occupancy
shall be for a period of at least one year.

B.
In the areas in said City wherein parking meters are
located, at no time should this parking sticker ordinance apply, but
rather the rules and regulations which govern that parking meter shall
be in full force and effect.
Any person or persons who shall be visiting
residents of either owner-occupied facilities, or in the alternative,
residents with a lease for a period of one year who reside in the
district in which these parking stickers shall be required, shall
be permitted to park on a short-term basis for a period not to exceed
two hours on any one particular day and will not be required to secure
a parking sticker under the terms of this article.

A.
An applicant for a parking permit under this article shall show to
the Code Official or his/her designee satisfactory evidence that he/she
fulfills all the conditions required for the issuance of such permit.
Whenever such conditions no longer exist, any person holding such
permit shall surrender same to the Code Official or his/her designee.
It shall be unlawful for any person to represent that they are entitled
to a permit hereunder when they are not so entitled, to fail to surrender
a permit to which they are no longer entitled or to park a vehicle
displaying such a permit at any time when the holder of such permit
is not entitled to hold it. No permit issued hereunder shall be valid
for more than two years but may be renewed upon expiration, provided
that the conditions for issuance thereof still exist.
B.
The Code Official in conjunction with the Chief of Police shall have
the authority to promulgate rules and regulations from time to time
as he/she sees fit in order to implement and effectuate the purposes
and intent of this article.
The Chief of Police is hereby directed to have
proper signs calling attention to the provisions of this article erected
or placed upon those streets or portions thereof hereinabove described.

Any person who violates any provision of this article shall,
upon conviction thereof, be punished by a fine of not more than $2,000.
A separate offense shall be deemed committed on each day during or
on which a new violation occurs or continues. The court, in its discretion,
may order the imposition of up to a maximum of 90 days of community
service in addition to or as a substitute for any fine.
