No person or persons or telegraph, telephone, messenger or other company or corporation shall erect any pole or poles upon any of the streets, avenues or sidewalks in the Town of Harrison which shall be more than 12 inches in diameter at the base nor less than five inches in diameter at the smaller end or top, without special permission of the Superintendent of Highways of the Town of Harrison.
Any person violating any of the provisions of this Article shall, upon conviction, be punishable by a fine not to exceed $250 or by imprisonment for a term nor to exceed 15 days, or both.

It shall not be lawful for any person or persons or telegraph, telephone, messenger or other company or corporation to have or place any wire or wires within the town limits at a lesser height than 15 feet from the level of the sidewalk, highway, street or avenue over which said wire or wires may be strung.
It shall not be lawful for any person or persons or telegraph, telephone, messenger or other company or corporation to erect a pole or poles within the town limits unless the same shall be not less than five inches in diameter at the smaller end and shall be straight, smoothly dressed and neatly painted.
No person or persons or telegraph, telephone, messenger or other company or corporation shall, without the written consent of the owner and the Superintendent of Highways, cut or mar any of the trees or branches thereof in this town for any purpose whatever.
Any person or persons or telegraph, telephone, messenger or other company or corporation who shall make excavations in any of the streets, avenues, highways or sidewalks of this town shall restore such street, avenue, highway or sidewalk to its former condition under the direction of the Superintendent of Highways as directed by him.
No pole or post that has become dangerous because of its location, decayed condition or size shall remain and continue upon any part of the sidewalk, particularly after the Town Board has ordered its removal. No such pole or post shall be reinforced or increased in size by cement, concrete or any other material, where said post is upon any part of the highway or sidewalk.
