Where the Board of Trustees has reason to believe that any person has violated any provision of this section, the Board of Trustees may give written notice to such person, in such manner as may be determined by the Board of Trustees, to appear before the Board of Trustees to be heard in connection with such matter and with respect to any remedies which the Board of Trustees may elect pursuant to this section. If such person fails to complete such action within the time specified therefor by the Board of Trustees, the Board of Trustees may direct that the Village perform such action and that the cost of such performance shall be reimbursed to the Village by each such person, together with the costs incurred by the Village, including legal expenses, for collection of such reimbursement. If any such person is an owner of real property in the Village, the amount of such reimbursement shall be assessed against such real property and collected in the same manner as provided for assessment and collection of taxes on real property. The remedies provided in this subsection shall be in addition to any other penalties which may be applicable by law for any violation of this section.
