No person shall operate any tow car or permit any tow car owned or controlled
by such person to be operated upon any road, street or highway in the Village
of Hewlett Neck without having then in force a tow car license issued by the
Town of Hempstead, Nassau County, New York, for the vehicle being so operated.
It shall be unlawful for any tow car owner or driver or any other person
to remove a motor vehicle involved in an accident or otherwise disabled without
written authorization signed by the owner or other representative of the owner.
Whenever a member of the Police Department is requested to provide assistance
in obtaining a tow truck, the police officer shall provide the opportunity
to the owner or operator to designate the person or establishment to tow said
vehicle, except in cases when the police officer deems that the time of arrival
may create a traffic hazard and in the case of an impound. The owner or operator
shall thereafter be responsible for such fees and charges of the towing service.
