No person shall install any receptacle for the
collection or storage of trash or refuse that shall be completely
or in substantial part below the grade of the surrounding land.
No person shall place in any receptacle that
shall be completely or in substantial part below the grade of the
surrounding land any item of trash or refuse, or any bag, box, carton
or other vessel containing trash or refuse, that shall weigh in excess
of 20 pounds.
