The Department of Youth Services and all of the activities of said Department shall be under the general supervision of a Director of Youth Services. He or she shall be appointed by the Mayor, subject to approval of a majority of the members of the City Council, for a term to run concurrent with the term of the Mayor, at such salary as the City Council shall provide. He or she shall be responsible for planning, initiating, coordinating, directing, reviewing and administering the activities of public and private youth and recreational service agencies devoted to the welfare and protection of youth within the policies established by the Mayor, City Council, Parks, Recreation and Conservation Board of Directors, the Youth Services Board of Directors and New York State Office of Children and Families. He or she shall provide technical assistance to the community service providers and contractors regarding grant preparation, program and accessible youth services for all youth in the community. He or she shall perform such other duties as may be assigned by the Mayor, City Council, Parks, Recreation and Conservation Board of Directors and Youth Services Board of Directors. The Director of Youth Services shall attend the meetings of the City Council and shall keep such City Council advised of the overall youth-related activities of the City.
A. 
The Youth Services Board of Directors is hereby created to be the official agency for planning, initiating, coordinating, directing, reviewing and administering the activities of public and private youth and recreational service agencies devoted to the welfare and protection of youth. The Youth Services Board of Directors shall be responsible to the Mayor of the City of Jamestown.
B. 
The Youth Services Board of Directors shall consist of 15 members, nine of whom shall be adult members over the age of 21 years and six of whom shall be youth members between the ages of 14 and 20 years of age at the time of appointment. A representative of the City Council appointed by the Mayor shall also serve as a liaison of the Commission. The term of office of the Board of Directors shall be for two years. The terms of five adult members and four youth members shall expire at the conclusion of the same year. Vacancies on the Board of Directors occurring otherwise than by expiration of term shall be as original appointments. The members of the Youth Services Board of Directors shall serve without remuneration.

C. 
At the first meeting of each year, members of the Youth Services Board of Directors shall select from their own number a Chairperson, Vice Chairperson and Secretary and other necessary officers to serve for a one-year period. Eight members of said Board of Directors should constitute a quorum for the transaction of business. Said Board of Directors shall hold regular meetings at least once per month and may hold special meetings at the call of the Chairperson or upon the request of any three members of the Board of Directors.
D. 
The Youth Services Board of Directors shall undertake the following functions:
(1) 
To obtain local and state funding in order to promote the activities of private and public youth and recreational service agencies.
(2) 
To make decisions regarding the policies and programs of the Department of Youth Services.
(3) 
To appoint advisory committees from the community deemed necessary to carry out the projects of the Department of Youth Services.
(4) 
To monitor the programs funded by the Department of Youth Services in accordance with applicable regulations of the State of New York.
(5) 
To execute working agreements with public and private agencies subject to authorization of the City Council of the City of Jamestown.
