No person shall distribute or hand out handbills, pamphlets, circulars or advertising matter upon any of the sidewalks, streets or alleys of the City, nor shall any person place within or attach the same to any automobile parked anywhere in the City. Nothing in this section is intended to prohibit the distribution of handbills or pamphlets announcing political, labor or civic meetings or other meetings pertaining to the public welfare. No person shall distribute handbills authorized by this chapter if the same are thrown upon the sidewalks or streets of the City by the recipients thereof, and any person distributing any such handbills who shall continue to distribute them after the recipients of any such handbills have thrown them upon the streets or sidewalks shall be guilty of violating this section.
No person shall stand in front of or near any school of this City for the purpose of giving students on their way to or entering therein or proceeding therefrom handbills, free tickets, posters, circulars, packages or medicines.
No person shall drop any handbills, pamphlets, circulars, advertising matter or packages of any kind whatsoever from any airplane or airship except over a landing field and then only upon the written consent of the Chief of Police.

Violations of this chapter shall be punishable as provided in Chapter 1, General Provisions, Article I, Penalties.
