The parking or standing of motor vehicles, on Town roads is restricted between the hours of 7:00 a.m. and 7:00 p.m. at the locations designated in Schedule VII of § 220-27 to the time limits indicated. B.
Intent. The installation, use and maintenance of parking meters and time limit signs is believed necessary where on-street parking is in short supply in areas where turnover of spaces is desired; to afford better control and regulation of traffic moving to and from congested sections; to establish a more efficient system for the enforcement of parking regulations; to aid vehicle operators in transacting business requiring a short period of time; and as an exercise of police power.
C.

The term "regulated parking zone" as used in this section shall mean such areas or places on highways, streets and municipally owned or leased off-street parking areas or parts thereof where, pursuant to ordinance or duly promulgated regulations, parking meters are installed, operated, maintained, policed and supervised and where the payment of a fee for the privilege of parking is fixed and required or where a sign is installed that explicitly limits the length of time in which a vehicle is permitted to park.
(2)
The term "parking meter space" means any space within a regulated parking zone or off-street regulated parking lot which is allocated to the parking of a single vehicle and designated by suitable marks upon the curb, if any, or pavement adjacent thereto or by the location of a parking meter or sign.
